Description | For professional engineering consulting services for Project 2021-12 Flow Augmentation Water Quality Trading Plan for Excess Thermal Load. This project will facilitate regulatory compliance with Excess Thermal Load (ETL) water quality provisions in the City’s new National Pollution Discharge Elimination System (NPDES) Permit, which regulates discharges from the Wastewater Treatment Plant (WWTP) to receiving waters in Bear Creek and Ashland Creek. The consulting team will provide all applicable studies, analysis, modeling, and reporting leading to, and including, the development of a water quality trading plan pursuant to applicable Oregon Water Quality Trading rules in OAR 340-039. The Plan will provide a strategy for ETL reduction at the WWTP outfall in Bear Creek via controlled releases of stored cold water from Reeder Reservoir.
