Description | Scope of Work: Implement Energy Trust energy saving protocols to modernize Deschutes County Expo Center buildings: High Desert Activity Center, Middle Sister, South Sister, North Sister, Administration, and Maintenance buildings. Maintain building use to the largest extent possible during the project Maintain a safe environment for building users (public and private) for the duration of the project. Provide Turn-Key installation service of the entire project and associated scope of work. Provide one-year full parts and labor warranty coverage. Provide customer hands-on training at conclusion of project. HVAC controls upgrade in North Sister, Middle Sister, South Sister, Administration, and Maintenance. Replace existing Staefa controls with current DDC system and networking. Energy savings and incentives will be attributed to: Scheduling, High OAT Boiler Lockout, and Static Pressure Reset Install VFD retrofits on AC-1 (HDAC), AC-2 (North Sister), RTU-1 (Middle Sister), RTU-3 & RTU-4 (South Sister). EEM2 expands on EEM1 by adding optional VFD retrofits on existing constant volume RTUs. Last Day for Questions - July 7, 2022 Since this project is for a public work, it is subject to the state prevailing wage rates of wage under ORS 279C.800 to 279C.870. No bid will be received or considered by Owner unless the bid contains a statement by the bidder that the bidder will comply with provisions of ORS 279C.838 & 279C.840, Payment of prevailing rate of wage; posting of rates and fringe benefit plan provisions. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Owner may reject any bid not in compliance with all prescribed procedures and requirements and may reject for good cause any or all bids upon a finding of Owner that it is in the public interest to do so. NOTE: All proposals submitted in response to this RFP shall become the property of Deschutes County and may be utilized in any manner and for any purpose by Deschutes County. Be advised that the proposals and all documents submitted in response to this RFP are subject to public disclosure as required by applicable state and/or federal laws. If you intend to submit any information with your proposal which you believe is confidential, proprietary, or otherwise protected from public disclosure (trade secret, etc.), you must separately submit and clearly identify all such material.
