RFQ D/B - Design-Build Services for the Transfer Station Improvements Project

Colleton County, South Carolina (the "County") is seeking qualified firms to perform design-build services required for the renovation of the County's existing solid waste transfer station located at 3288 Green Pond Hwy, Walterboro, South Carolina. The proposed design-build services will include, but is not limited to, provision of permit/construction documents, overlay of the transfer station tipping floor, removal of the existing concrete cantilever edge and replacement with a new metallic cantilever edge, repair of the metal deflector plate above the pit, installation of concrete curbs at the transfer station pit, and any ancillary site work related to the aforementioned renovation items. This solicitation does not commit Colleton County to award a contract, to pay any costs incurred in the preparation of proposals submitted, or to procure or contract for the services. Questions regarding this solicitation must be emailed to Carla Harvey, County Engineer at charvey@colletoncounty.org no later than 11:00am on Tuesday, September 6, 2022. Answers to all questions will be posted on the Colleton County website as addendums to this RFQ. This is a qualifications-based selection. An award will be given to the most responsible, responsive, and highly qualified firm. Procedures for this procurement are identified in Section I, INSTRUCTIONS TO FIRM. Cost is NOT a factor in the ranking of firms to provide services herein. DO NOT include any reference to consultant costs in the RFQ response. Any RFQ response with any discussion of the cost will be disqualified. Firms are advised that this evaluation and selection process is a competition, not simply a prequalification. Note that all contracts will be based on a negotiated fee based on the project scope. The general scope of work is outlinedbelow. The County reserves the right to accept or reject or cancel in part, or in its entirety, offers received as a result of this request if deemed in the county's best interest.
