Description

The project generally consists of removing existing, furnishing, and installing new process instrumentation within three (3) existing water filtration plants (Crystal Run WFP, Silver Creek WFP, and Moss Glen WFP) including running conduit, power, and signal wire to existing and new PLC panels. Instrumentation includes but is not limited to flowmeters, turbidimeters, chemical probes, sensors and analyzers, and level sensors used in the potable water treatment process. Bids will be reviewed and recommended for award to the lowest qualified Bidder at the Public Meeting of Blythe Township Municipal Authority at their regularly scheduled meeting. The consideration of the apparent low bidder will be at the regularly scheduled Authority meeting to be held at 6:00 P.M. prevailing time on June 9, 2022. All BIDDERS who will be submitting bids to the Authority must register and purchase a complete set of Bid Documents from Systems Design Engineering, Inc. All bids are to be submitted on the Bid Form contained in the Contract Documents. Each Bid must be accompanied by a Certified Check or Surety Company's Bid Bond on the form provided in the Bid Documents, naming as payee or Obligee, The Municipal Authority of the Township of Blythe, Schuylkill County in the amount of ten (10%) percent of the total bid submitted. The Surety Company must be acceptable to the Authority. Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, "Equal Employment Opportunity", as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the "Nondiscrimination/Sexual Harassment Clause" as required by Pennsylvania Executive Order 2016-05. The successful bidder (Contractor) will be required to execute the Agreement and to furnish a "Performance Bond" and "Payment Bond" all on the respective forms provided in the Contract Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Contract Documents. The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997 by Act 34 of 1997, 43 P.S. ^^ 951-963, shall apply to this contract. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The Bidder and all subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalifications must be submitted by the Bidder and all subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with prevention of environmental pollution and the preservation of public, natural resources that affect the project. The Municipal Authority of the Township of Blythe reserves the right to waive any informalities in, or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of the Municipal Authority of the Township of Blythe, Blythe Township, Schuylkill County, and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement, and the Certificates of Insurance.
