Description | Replacement of 15,000 Volt Circuit Breakers and Cable Terminations Bids Shall Be Irrevocable for a Period of Ninety (90) Days After the Date of the Bid Opening and Bidders May Not Withdraw Their Bids During That Period. The Borough of Quakertown Reserves the Right to Accept or Reject Any or All Bids and to Waive Technicalities and Informalities in Any Bid for the Best Interest of the Borough of Quakertown and to Consider the Competency and Responsibility of the Bidders in Awarding the Contract. OWNER FURNISHED MATERIAL The Owner will be furnishing the following material: 1. Three (3), 15kV, 2,000 ampere vacuum circuit breakers 2. Six (6), 15kV, 1,200 ampere circuit breakers 3. Stud to 4-Hole terminal connectors for all circuit breakers 4. Parallel conductor to 4-Hole terminal connectors for 52-3, 52-4 and 52-5 circuit breakers and for the associated switches and bus connections, for these circuit breakers. 5. Tee connectors for station service primary leads. 6. 1113MCM ACSR conductor or 1000MCM Aluminum conductor. SC-3 All work shall be done in strict accordance with the contract Documents. All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. 7.02 Addenda may be issued to clarify, correct, or change the Bidding Documents as deemed advisable by OWNER or ENGINEER. CONDITIONS OF BID Lump Sum Bid: Each bidder is required to submit a single (1) lump sum bid for this project. The lump sum bid shall be annotated and submitted on the enclosed bid form. SC-2 SCOPE OF WORK - LUMP SUM BID This project involves the expansion, construction, installation, and commissioning of an existing 60/80/100MVA, 138,000-24,940V electric substation and the following: 1. Removal of three (3), 15kV, 2,000 ampere, outdoor class, vacuum circuit breakers. 2. Removal of six (6), 15kV, 1,200 ampere, outdoor class, vacuum circuit breakers. 3. Installation of three (3), Owner furnished,15kV, 2,000 ampere outdoor class, vacuum circuit breakers. 4. Installation of six (6), Owner furnished, 15kV 1,200 ampere outdoor class vacuum circuit breakers. 5. Removal of eighteen (18), 15kV porcelain terminators. 6. Provision of twenty-four (24), 15kV cold shrink cable terminators. Eighteen (18) to be installed, six (6) extra to be given to Owner 7. Installation of three (3), Owner furnished, 7,200-120 volt structure mounted potential transformers. 8. Provision of galvanized steel channels for circuit breaker mounting on existing concrete foundations. 9. Provision of concrete anchor bolts for the circuit breakers. 10. Commissioning and testing of all electrical equipment and control schemes. SC-2A PROJECT WORK ORDER The substation is currently energized and is providing service to the entire Borough of Quakertown. This substation must remain in service throughout the construction phase of this project. Replacement of the circuit breakers must be performed one circuit breaker at a time. Replacement of multiple circuit breakers at the same time will not be allowed. All switching required to isolate the circuit breakers and the outgoing distribution circuits from the electric system shall be performed by the Borough of Quakertown. Lock-out and tag-out shall be by the Borough of Quakertown. Provision and installation of safety grounds shall be the responsibility of the contractor.
