Description | The site for the planned development is situated to the north of the existing Old National Pike District Park. The undeveloped portion of the site is generally flat to moderately sloping agricultural fields with isolated tree lines and natural drainage swales. The developed portions explored included existing playing fields. The grading plans indicates that the development will include 3 picnic shelters, a basketball court, two tennis/pickleball courts, one softball filed, one little league field, two playgrounds, new restrooms, paved hiking/biking trails, paved access roads and parking areas, new lighting for existing and new sports fields. The site will also require several Storm Water Management facilities. Several parking areas will be constructed, and some stormwater management (SWM) basins may be necessary. We anticipate that porous pavement will be utilized for several of the parking lots. The majority of the cuts and fills will be on the order of 15 feet or less. However, deeper cuts on the order of 20 to 25 feet will be required in some isolated areas of the site. Detailed loading information was not provided for the proposed structures. Based on our past experience we have assumed foundation loading will be on the order of 40 to 60 kips for isolated foundations and 1 to 2 kips per lineal foot for continuous wall foundations. The Work of this Project is defined by the Contract Documents and includes but is not limited to the following: Installation, maintenance and removal of sediment control measures, earthwork and mass grading, storm drain structures and pipe, construction of park roads and parking lots, site furnishings, signage, fencing, gates and landscaping. Site work shall be unclassified. A fully functioning temporary construction trailer shall be installed prior to the start of construction. Addendum #1 has been issued as of 12-20-2022. Frederick County will obtain the grading permit for the project. It shall be the responsibility of the successful contractor to obtain all other applicable permits. The successful contractor shall also coordinate all final inspections, including building permit inspections. This project will be bid unclassified and no blasting is to be utilized on any site. All communications relative to the bid for this Work shall be directed to Allen Daytner, CCM (301-600-6751), Procurement Project Manager IV prior to the opening of Bids and no later than 4:00 pm, January 10, 2023. All questions relating to interpretation of the Contract Documents or requests for clarification must be submitted in writing. E-mail: adaytner@frederickcountymd.gov. The Contractor shall submit bid security in the form of Bid Bonds, Certified Checks, or Cashier Checks in the amount of Five Percent (5%) of Bidder maximum total project bid price, including Unit Price Contingent Items. Security shall be made payable to Frederick County, Maryland. Bid Bonds shall be issued by a surety company licensed to conduct business in the State of Maryland and shall be written on EJCDC C-430 Bid Bond (2002 Edition). Performance Bond and Payment Bond: The successful Bidder shall furnish performance and payment bonds covering the faithful performance of the Contract and payment of all obligations there under, each in the amount of One Hundred Percent (100%) of the total Contract Sum, including Unit Price Contingent Items. Each Bond shall be issued by a Surety Company licensed to conduct business in the State of Maryland and shall be delivered to the Frederick County Department of Procurement and Contracting within seven (7) days after Notice of Award of the Contract. The bonds shall be written on EJCDC C-610 - Performance Bond (2002 Edition) and EJCDC C-615 - Payment Bond (2002 Edition). The Contractor shall commence the Work under this Contract per the construction start date established in the Notice-to-Proceed, prosecute said Work diligently and complete the Work within 400 (Four Hundred) calendar days. Anticipated Schedule: Anticipated Notice of Award: January 2023 Anticipated Notice to Proceed: March 2023 Anticipated Completion: May 2024 In case of failure on the part of the Contractor to complete the Work within the time fixed in the Contract or any extensions thereof, the Contractor shall pay the Owners, as fixed and agreed upon liquidated damages, the sum of $1,000 (One Thousand) per calendar day to Frederick County for each calendar day in excess of the Contract Time stated above or as otherwise modified and agreed to by the Owner and Contractor.
