This proposed procurement is Competitive 8(a) Set-Aside; NAICS 236220 "Commercial and Institutional Building Construction" with a size standard of $39,500,000.00. Project Description: Joint Base Myer-Henderson Hall Army Family Housing - Units 10 & 12, 13, Fort McNair, Washington, D.C. The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award renovations of Joint Base Myer-Henderson Hall Army Family Housing - Units 10, 12 & 13, Fort McNair, Washington, D.C. The buildings were originally constructed between 1903 and 1905. They have continually been used as residences since their construction. All buildings are within boundaries of the National Register of Historic Places (NRHP) eligible Fort Lesley J. McNair Historic District. Agency consultation, NEPA and stormwater permits will all be completed prior to construction and are not part of the construction contract. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Construction duration is approximately 365 calendar days from Notice to Proceed. Additional information in accordance with the statement of work will be included in the Request for Proposal (RFP) package. This procurement is anticipated to be a firm-fixed price Design-Bid-Build (DBB) construction contract utilizing the best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. It is anticipated that the solicitation will be released on or about 12 May 2022. The solicitation will be provided in an electronic format via SAM.gov. The solicitation will not be issued in paper. Vendors must be registered with the System for Award Management (SAM) database to receive a Government Contract award. Vendors must also be registered in the representations & certifications applications (included in SAM).
