Description

The Board of Education reserves the right to reject any or all bids, either in whole or in part and also waive any informality in any bid or bids received, in accordance with applicable law. Bids must be on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Kevin Byrnes, Business Administrator, Linwood Board of Education, 51 Belhaven Avenue, Linwood, New Jersey 08221. All Construction Must Be Complete, Demobilized, and the Site Restored Prior to the Start of the 2023-2024 School Year. The Contractor Shall Provide Additional Crews or Workforce as Needed to Meet the Mandatory Project Schedule at No Additional Cost to the Owner. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Board of Education in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. The bidder must be pre-qualified by the New Jersey Schools Development Authority and the New Jersey Department of the Treasury, Division of Property Management and Construction, and have a valid up-to-date notice of classification prior to the date that bids are received. Any bid submitted under the terms of the New Jersey statutes not including a copy of a valid and active pre-qualification/classification certificate will be rejected as being non-responsive to the bid requirements. Each Bidder will submit will their bid a Certificate of Consent of Surety as per N.J.S.A. 18A:18A-25 from a Surety Company stating that it will provide the bidder, if successful, with a Performance/Payment Bond in the full amount of the contract. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Board of Education in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Board of Education in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et seq., pertaining to the "Public School Contracts Law". All Bidders are placed on notice that they are required to comply with all requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, Affirmative Action, current regulations, N.J.S.A. 34:11-56.25 et seq., New Jersey Prevailing Wage Act, and Americans With Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). All Bidders must comply with all requirements of Federal, State and Local and current applicable regulations. The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act. Every request for such interpretations should be in writing to the School Business Administrator/Board Secretary, and to be given consideration must be received at least five days prior to the date fixed for the opening of bids. Anticipated Award -April 4, 2023 The project consists ofthe construction of Security Vestibule Improvements at both Belhaven Middle School and Seaview Elementary School. Work will occur at the Middle School while the builidng is occupied by staff and contractors will need to avoid any disruption to normal school activities. A safe and secure envoironment will be provided for all occupants during the construciton process. Specific renovations scope is as follows: 1 o Demolition: The Contractor is responsible for the complete and proper demolition and removal of all materials necessary to complete the renovation ofthe new office spaces. 2. New Work: The Contractor is responsible and obligated to successfully complete the entire project and to complete each and every necessary detail of every item required to install and operate the renovated restrooms. The contractor is responsible for providing new architectural and finish systems, modifications to fighting fixtures, sprinklers, electrical and HVAC systems to complete office renovations. The contractor shall field verify all existing dimensions prior to construction and/or preparation of shop drawings. New work shall include the following: Base Bid Seaview Elementary School: Removal of existing vestibule doors and hardware as shown within the contract documents. Hollow metal frames to remain. Patch and bondo holes left by removing existing door hardware. Sand, prime and paintentire_existing-door-frames- Patohing shall be undetectable Removal ofpartial masonry walls as required to accept new doors, frames and windows as shown on the construction documents. All surfaces left exposed shall be repaired, patched, primed and painted to match adjacent surfaces. Removal of existing base and wall cabinets and countertop, complete. Remove any piping/plumbing and cap behind and/or below wall/flooring surface. Repair, patch, prime and paint wall, comer to comer, floor to ceiling, typical ofback wall, and adjacent walls. Removal of existing flooring within office and reception areas as shown within the contract documents. Slab shall be patched as required for installation ofnew flooring system. Removal of existing countertop and drop-in sink, complete. Remove all piping/plumbing and cap behind and/or below wall/flooring surface. Repair, patch, prime and paint walls to match adjacent, inclusive of exposed walls within casework. Install new laminate countertop and mailbox system as shown within the contract documents. Base Bid Belhaven Middle School: Removal of partial masonry walls as required to accept new doors, frames and windows as shown on the construction documents. All surfaces left exposed shall be repaired, patched, primed and painted to match adjacent surfaces. Removal of existing trophy case, glass, framing, and door. Base, soffit and drop ceiling to remain. Install new metal stud framing, gwb and laminate countertops as shown within plans and details. Repair, patch, prime and paint all exposed surfaces Relocation of existing fire annunciator and fire pull from existing vestibule. Coordinate with district and local fire company to new location within lobby. Removal of existing base cabinets and countertop, complete. Repair, patch, prime and paint walls to match adjacent, inclusive of exposed walls within casework. 5. Removal of existing whiteboard and projector, complete. Turn overto District. 6. Install new metal stud and gwb 3/4 wall and laminate cap as shown within floor plans and details. 7. Relocation of existing wall mounted tv. Coordinate with District for new location. 8. Remove partial wooden library desk. Install new metal studs and gwb 1/2 walls as shown within floor plans and details. Salvage existing carpet if possible. If carpet can not be salvaged, contractor shall cut existing carpet and replace between length and width ofnew 1/2 walls. 9. Install hollow metal door frames, doors, hardware, security/entry system and all necessary accessories as indicated on the construction documents. Modify and/or replace door hardware at existing doors as indicated within the contract documents. 11. Install new hollow metal window frame and laminated safety glass as indicated within the floor plan and details. The installation of new transaction window, break metal and all required accessories as shown within the contract documents. 13. Installation ofnew duplex outlets as indicated within the contract documents. 14.
