Description

CAMPUS RAILING IMPROVEMENTS Base Bid This project involves the removal and replacement of existing railings at the Whitehall Borough Building Campus including, but not limited to, the demolition and off-site removal of existing guiderails, handrails and concrete; fabrication and placement of new handrail and pipe posts; core drilling; grouting; purchase and placement of approved concrete; reinforcement; formwork; finishing; curing; associated site and concrete pavement restoration; traffic control; site protection; and all other incidental items, complete in place. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "CAMPUS RAILING IMPROVEMENTS Bids will only be considered from Bidders that are pre-qualified in the Borough of Whitehall to perform general construction projects and/or concrete work. Bidders that are not pre-qualified to date in the Borough of Whitehall should contact the Borough Manager for the requirements. All Borough of Whitehall Pre-qualification materials must be in the hands of Courtney M Wertz, Borough Manager, Borough of Whitehall, 100 Borough Park Drive, Pittsburgh, PA 15236, (412) 884-0505 x 321 by Thursday, July 7, 2022 by 4:00 p.m. All bidders that submit pre-qualification packages to the Borough for review will be alerted of their status by Thursday, July 14, 2022 by 4:00 p.m. Bids will only be considered from Bidders that are pre-qualified in the Borough of Whitehall for the listed work classifications. Contractors who intend to bid must attend for their Bid to be considered as responsive . Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Pennsylvania Prevailing Wages are required to be paid on this Project. The Proposals must be made to the Borough of Whitehall, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting their Proposal guarantee Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania, made to the order of the Borough of Whitehall in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. Bidders are advised that the Borough will award the contract to the lowest responsible, responsive, and Whitehall Pre-qualified Bidder for the listed work categories in attendance at the mandatory Pre-bid meeting based on the total bid submitted. However, Bidders are advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive and Whitehall Pre-qualified Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
