Professional Services - Stormwater Utility Fee Study

Providing professional services to lead, facilitate, and implement a stormwater utility fee study that is fair, equitable, and legally defensible. The selected firm will conduct an analysis of the following: the City’s National Pollutant Discharge Elimination System (NPDES) Stormwater Permit and associated Stormwater Management Plan; current and/or proposed operational practices; the current and future projects as established in the Stormwater Capital Improvement Program; current and/or proposed stormwater ordinance requirements; other comprehensive plans for the City; and future needs for the Stormwater Division. From this analysis, the selected firm will complete a Level of Service and Fee Assessment linking existing and future needs, financing, and policies. The firm will then provide recommendations for potential funding scenarios based on public engagement and direction from City Council. Revisions to the City’s Stormwater Ordinance may also be needed. At this time, the City is looking for firms with specific and proven expertise and extensive experience in the following areas: 1. developing, preparing, and completing utility rate/fee studies and models (in the state of North Carolina); 2. understanding stormwater programs, practices, projects, policies, and associated costs; 3. determining extents and levels of service; 4. engaging the public and/or facilitating stakeholders; and 5. recommending ordinance/policy revisions.
