Description

This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - Joshua Samples, P.E. User Division - Highway Design Approximate Fee - $450,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - NH Federal Funds Project Length - Approximately 1.313 miles The purpose of the project is to increase safety, mobility, and system linkage to support continued and sustainable economic development. Access points and high traffic volumes result in a high number of accidents in the corridor. Traffic congestion deters potential customers from the commercial areas. Traffic volumes along New Circle Road have steadily increased over the years and will continue to grow due to development in Lexington. In addition to improving safety and reducing traffic congestion, the proposed project will consider the bike and pedestrian needs of the area and the economic development access needs. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. An additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of four (4) points will be considered in the Evaluation Factors for the DBE Participation Plan. First Selection Meeting: October 10, 2022 Final Selection: October 26, 2022 Pre-Design Conference: November 2, 2022 Consultant Fee Proposal: November 11, 2022 Contract Negotiations: November 23, 2022 Notice to Proceed: December 14, 2022 The method of contractor selection has not been determined at this time.
