Description

PLW Waterworks is requesting proposals from interested suppliers and subcontractors to perform specified scopes of work on the construction of the Wilbarger Creek Wastewater Treatment Facility (WCWWTF), a greenfield 6.0 MGD average daily flow (ADF) project for the CITY OF PFLUGERVILLE. The project is expected to be funded partially by Texas Water Development Board (TWDB) and the Environmental Protection Agency’s (EPA) Water Infrastructure Finance and Innovation Act (WIFIA), and is contingent upon TWDB release of funds. The project consists of a wastewater treatment plant with biosolids handling, an operations/lab building, maintenance building, site civil improvements, utility establishment, plant-wide power distribution, controls system, security system, and decommissioning of the existing Weiss Lane Lift Station located at 4644 Tiddle LN, Pflugerville, TX 78660. Nearly every trade in the waterworks industry will be required. Competitive sealed proposals for individual scopes of work on the project will be submitted in accordance with each individual work package requirements. The Qualifications Packet and Cost Proposal should be submitted as separate PDF documents in the format presented and on the forms provided in this request for proposal (RFP). Follow submittal instructions on portal. Hard copies will not be accepted for this solicitation. A five (5) percent bid security is required for each project proposal and shall be based on the total of estimated Pre- Construction Services for each proposal only. All information contained in the submitted responses and transmitted in follow-on interviews, if any, will remain confidential. The right is reserved, as the interest of the City of Pflugerville may require, to reject any and all proposals and to waive any informalities in proposals received. The right is also reserved to eliminate a portion of the work or add additional work as required to keep the total contract amount within the funds budgeted. The City also has the right to award any parts or combination of parts of the project it deems necessary. This contract is expected to be funded in part by financial assistance from WIFIA and the TWDB and is contingent upon release of funds.
