Description | The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. No bid may be withdrawn for ninety (120) days after the scheduled closing time for bids. The Owner reserves the right to reject any or all bids and to waive informalities. The Project consists generally of the following major items: The Contractor, at its own proper cost and expense and with skill and diligence, shall furnish all labor, tools, materials and equipment and do all things necessary to replace the seals around the windows along the West, Northwest Tower, North, Northeast Tower, and East sides of the Performing Arts Center. NOTE: There are approximately 734 windows that need to have the gaskets replaced. The bid form will be broken into 5 sections. Based on the returned bid amounts, the City reserves the right to award the bid for as few or as many of these sections as it chooses. Specific tasks to be completed 1. Remove the window 2. Remove existing seal. Clean and prep both the wall and the glass to receive the new seal. 3. Install a new seal. 4. Re-install the window. Bids must follow the format outlined in the bid documents. The City may reject as non- responsive, at its sole discretion, any bid that does not provide complete and/or adequate responses or departs in any substantial way from the required format. The City reserves the right to reject any or all proposals and to waive informalities. Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding. Owner will authorize a contingency of 10% of the total bid (less tax and freight). |
