Description

City of Inverness will receive sealed bids for removal and construction of 44 W Sewer Extension. All contractors licensed by the State of Florida are hereby invited to submit a bid on the above referenced project. All work for the Project shall be constructed in accordance with the Specifications prepared by the Owner. Bids shall be submitted for demolition, disposal, furnishing, delivering and installing all materials, equipment and services, including labor for the Work, which generally involves the following activities: Construction and installation of one new duplex lift station on Independence Highway with a 4' diameter wet well. Installation of approximately 1,350 LF of 2" Schedule 40 PVC force main from the new lift station on Independence Highway to an existing sanitary sewer manhole on Highway 44W. Construction and installation of one new duplex lift station on Crystal Boulevard with a 4' diameter wet well. Installation of approximately 1,320 LF of 2-4" Schedule 40 PVC force main from the new lift station on Crystal Boulevard to manifold with the force main constructed on Independence Highway. Construction of one new duplex lift station on Clearwood Street with a 4' diameter wet well. Installation of approximately 774 LF of 2" Schedule 40 PVC force main from the new lift station on Clearwood Street to an existing sanitary sewer manhole on Clearwood Street. Construction of one new duplex lift station on Chestnut Avenue with a 4' diameter wet well. Installation of approximately 1,358 LF of 2" Schedule 40 PVC force main from the new lift station on Chestnut Avenue, along Clearwood Street and Harriet Drive, and across Highway 44W to an existing sanitary sewer manhole. Installation of 950 LF of 8" PVC gravity main by trenchless installation and 5,940 LF of 8" gravity main by open cut on Crystal Boulevard, Independence Highway, Kim Avenue, Clearwood Street, Highway 44W, Harriet Drive, and Chestnut Avenue. Installation of 1,200 LF of 6" commercial sanitary sewer service lateral by pit launched mini horizontal directional drill across Highway 44W. Installation of thirty-one (31) 6" sanitary service laterals and seventy-two (72) 4" sanitary sewer laterals on Clearwood Street, Crystal Boulevard, Chestnut Avenue, Harriet Drive, Independence Highway, and Highway 44W. Installation of 3,000 LF of 6" C900 DR-18 PVC Water Main on Kim Avenue, Harriet Drive, Clearwood Street, and Chestnut Avenue. Removal and replacement of sidewalks, aluminum handrails, retaining walls, and pedestrian crossings. Replacement of concrete and asphalt driveways. Construction of approximately 0.6 miles of new City road on Clearwood Street. All work shall be done in accordance with the standards and specifications, latest revisions, listed below: 1. City of Inverness Land Development Code 2. Citrus County Minimum Standards and Construction Specifications for Water and Wastewater Systems 3. FDOT Standard Specifications for Road and Bridge Construction 4. FDOT Standard Plans for Road Construction 5. FDOT Utility Accommodation Manual Any conflict between the specifications herein and the above referenced standards shall be brought to the attention of the engineer of record who will decide on the governing provision. The Contractor must demonstrate completion of at least two projects totaling a combined 300 sewer service lines installed utilizing a Pit Launched Mini Horizontal Directional Drill over the past five years. In addition, the projects must have successfully completed trenchless road crossings using a Pit Launched Mini Horizontal Directional Drill. Surface Launched Horizontal Directional Drill experience will not be accepted. The contractor shall provide documented evidence of: 1. Performing 300 sewer service line installations or more using the process of Pit Launched Mini Horizontal Directional Drill in the United Stated of America over the past fiveyears. 2. The work experience must have been performed under the company name or significant experience demonstrated by key personnel proposed. 3. Experience must be with the use of a Pit Launched Mini Horizontal Directional Drill system with evidence of trenchless crossings under asphalt. 4. Vendor shall provide at least two (2) references for similar projects successfully completed or ongoing projects with at least 50% construction value completed within the last five (5) years. Each referenced project shall include installation of sewer service lines under a public road with an asphalt service using a Pit Launched Mini Horizontal Directional Drill. Construction time to achieve Substantial Completion is 90 consecutive calendar days from the date of the Notice to Proceed, with an additional 30 consecutive calendar days to achieve Final Completion (120 days total). BID SECURITY: A 5% bid security will be required for this project. PERFORMANCE AND PAYMENT BOND: The Owner will require that the Contractor furnish a Performance and Payment Bond in an amount equal to 100% of the Contract Price. All Payment and Performance Bonds shall be secured from or countersigned by an agency or surety company recognized in good standing and authorized to do business in the State of Florida The City of Inverness reserves the right to waive formalities, waive any technical defects, reject any and all bids, and accept any bid which represents the lowest and best offer to the City.
