Landfill Phase 5 Expansion - Rowan County

As of November 10, 2022, this project is in the final planning phase. It is anticipated bidding will commence in the near future. It is anticipated bidding will commence mid-November 2022, with construction starting January 2023. Rowan County is seeking to construct new Phase V at the Rowan County MSW Landfill. Rowan County requests bids to provide the necessary materials, labor, equipment and supervision to adequately construct approximately 19.2 acres of the Subtitle D lined Phase V of the Rowan County MSW Landfill. The project shall include all surveying, site prep, earthwork, installation and any other identified components required to provide a complete and finished project. Specific bidding instructions and clarification will be provided at the pre-bid meeting. Detailed Scope of Work: • Furnish the necessary supervision, labor, tools, equipment, and materials to complete the required work as outlined. • The Bidder shall verify any and all measurements pertaining to this project. • Excavation/structural fill of soil to achieve subgrade elevations • Soil stockpiling • Installation of a liner system consisting of some or all of the following: o Structural fill o Low permeability soil liner o Geosynthetic clay liner (GCL) o 60-mil High-Density Polyethylene (HDPE) textured and smooth liner o Geocomposite drainage layer (Geonet) o Leachate collection pipes and installation o Collection stone and protective cover placement o Rain cover installation • Stormwater management system installation for the stockpile(s) • Construction of paved and stone access roads • Associated site work described in the Plans and Specifications.
