Description | The Maryland Stadium Authority (MSA) is inviting interested Offerors to submit a response to this Request for Qualifications (RFQ) to participate in the procurement of Construction Management Preconstruction Services for the Frederick Douglass Building, a Baltimore City Landmark Building. The Frederick Douglass Building is currently planned to co-locate two programs: Frederick Douglass High School and the Joseph C. Briscoe Academy Middle/High School. This RFQ is the first step in procuring the aforementioned services for MSA and Baltimore City Public Schools (City Schools). Through this RFQ, MSA will establish a pre-qualified list of Offerors that will be able to submit proposals in response to the Request for Proposals (RFP) that will subsequently be issued to procure the aforementioned services. This project is pursuant to the Baltimore City Public Schools Construction and Revitalization Act of 2013 (the Program). The Program authorizes the MSA to engage in the renovation and/or replacement of City Schools buildings and has been implemented and administered through a combination of MSA and City Schools staff. Douglass Building and make recommendations regarding a design strategy to modernize this historic structure. The final design will provide a clear distinction between the two co-located schools, with two separate entrances, as delineated in the feasibility study. The site-specific educational specifications established the required square foot area of this building needed to meet the educational program as 218,757 square feet and the student capacity of the building is set at 1,193 students. The total square footage of the existing building is approximately 252,371 square feet. The modernization of the building will consist of limited demolition and complete renovation of the existing facility, along with the construction of new addition(s), as needed. A copy of the feasibility study and other project information will be provided to the Offerors who meet the minimum qualifications established in this RFQ.
