Description

City of Bellevue, State of Washington, of its intent to enter into a general services contract with Mid Pac Construction Inc. to provide sport court maintenance and minor repair services without conducting a competitive process. The anticipated effective date of the contract is March, 2023. The contact value will not exceed $150,000 (plus WSST) and is expected to have a duration of one (1) year. The City has chosen not to solicit proposals for these services for the following reasons: The City has chosen Novacrylic as the coating standard for Bellevue's sport courts and Mid Pac Construction is a Nova Sports USA certified product distributor/ applicator. The selected contractor shall provide all labor, materials, supplies, equipment, a nd supervision to complete the scope ofwork that may include, but is not limited to, the following: Remove existing nets and repair/replace nets and poles if warranted. Cut tree roots that may be cracking or lifting court surfaces. Pressure wash wind screens and nets to remove mold/mildew. Retie wind screens were needed with 100 lb.zip ties. Pressure wash court surfaces to remove dirt and debris. Cut, grind, patch, and/or sand asphalt as necessary to eliminate cracks, transitions, depressions, and raised or other damaged areas to achieve a smooth, level court surface. Coatings shall be Novacrylic, as manufactured by Nova Sports USA. Application ofsurfacing materials and line markings shall be in accordance with manufacturer's specifications for resurfacing existing sport courts. All colors and dimensions of new surfacing shall match that of existing surface. 'Contractor shall be responsible for all damage caused by his/ her operations during the project. All repairs shall be to the satisfaction and at no additional expense to the City. Key criteria with regard to consideration of contractor objections shall include, but are not limited to, the following: Contractor must be a Nova Sports USA certified Noacrylic, installer. Contractor must have a minimum of ten (10) years experience installing Novacrylic surfacing systems. Contractor must have completed a minimum of 20 Novacrylic surfacing installations within the past year. Contractors wishing to object to this decision should contact Michael Lange, Procurement Services, at 425-452-4628 or by e-mail at mlange@bellevuewa.gov on or before Tuesday, February 7th, 2023 at 4:00 PM, detailing specific reasons for their objection. Ifjustified, the City will convene a meeting with City representatives and the contractor's) to receive representations concerning this objection.
