Description | City of Crystal River, Florida ("City") invites interested parties to submit a Bid to provide roadway resurfacing services for various roadways throughout City of Crystal River. The work includes, but is not limited to, furnishing all equipment, labor, and material for resurfacing all listed streets with some limited pre-milling consists of placing an average of 1", depending on condition of the road, turnout, or intersections as determined by the City, of FC-9.5 (Fine) per FDOT Section 334. The asphalt to be provided for the project shall be FDOT pre-approved and identified on the current FDOT Asphalt Mix Design Plant Assignment Sheet. WORK INCLUDES: but is not limited to, cleaning of all pavement, including exposing and cleaning edge of existing pavement, milling, paving approximately 7 miles of roadway, temporary and permanent pavement markings, installing new R.P.M.s, (reflective permanent markers) shoulder grading, sodding, the installing of stop bars, cross-walks, yellow double-center line painting, manhole and water valve riser rings, and variously located road repairs as specified in the Contract Documents for in City of Crystal River, Florida. Traffic control, mobilization, tack coat, and removal of edge of pavement debris shall be included in the tonnage price of asphalt. Contractor is responsible for providing positive drainage away from the roadway surface Bids must be accompanied by a Bid Security made payable to City of Crystal River, Florida, in an amount of five percent (5%) of the Bidder's Bid Price in the form of a certified or cashiers check or a Bid Bond. Successful Bidder shall commence work within 90 days from Notice to Proceed. Once work begins, Contractor must be substantially completed within one hundred and twenty (150) days and all work must be completed within one hundred and fifty (180) days from start-up. City and Successful Bidder recognize that time is of the essence of this Agreement and that City will suffer financial loss if the Work is not completed within the times, or by the dates, specified in the Agreement, plus any extensions. They also recognize the delays, expense and difficulties involved in proving in a legal preceding the actual loss suffered by City if the Work is not completed on time. Accordingly, instead of requiring any such proof, City and Successful Bidder agree that as liquidated damages for delay (but not as a penalty), Successful Bidder shall pay City Five hundred dollars, ($500.00) for each day beyond the Final Completion date and the Substantial Completion liquidated damage value shall be one-quarter (1/4) of the calculated liquidated damage value for each day beyond the Substantial Completion date, and for each day that expires beyond the time specified (readiness for final payment). Sundays and legal holidays shall be excluded in determining days in default. The City reserves the right to add or delete roads and/or quantities as deemed necessary.
