Description

This project provides for the furnishing of all labor, material, equipment and work necessary to design and construct a fiber optic network from the Ohio state line to the New Stanton Interchange, including the Beaver Valley Expressway (I-376), and the Amos K. Hutchinson Bypass(PA Turnpike 66). Work items include, but are not limited to: Design of fiber optic network to include a backbone and distribution fiber optic cable to various demarcations sites. Design of fiber optic network to include commercialization fiber optic cable to the limits of the project. Design, procure, and install all required fiber optic cable, conduit, crossings, and junction boxes. Install, splice, and test fiber optic cable asrequired. Design, procure, and construct conduit and cable attachments to structures. Obtain all applicable permits. Conduct agency and utility coordination as required. Maintenance and Protection of Traffic Erosion and Sedimentation Control. Milepost B-15.00 is located in the vicinity of the US 422 and I-376 interchange, Milepost B-30.95 is located at the interchange of I-376 and PA 51 on the Beaver Valley Expressway (I-376), Milepost G-0.55 is located adjacent to the Western Regional Office in the vicinity of Arona Road Interchange, Exit 1, on the Amos K. Hutchinson Bypass(PA Turnpike 66), Milepost G-13.00 is located approximately 0.5 miles south of the PA Turnpike 66 and US 22 interchange, Milepost 0.00 is at the Pennsylvania-Ohio state line and Milepost 75.00 is located in the vicinity of New Stanton Interchange, Exit 75, in Lawrence, Beaver, Butler, Allegheny, and Westmoreland Counties. The proposal and plans are published electronically in EBS and are available to registered business partners for downloading and printing. This location features two (2) potential Demarcation Sites, with one site on either side of the mainline. A conceptual conduit path has been shown for each Demarcation Site, labeled Alternate Path 1 and Alternate Path 2. Contractor may choose either of the conduit paths and is required to install one (1) path only. The conduit paths and junction box locations shown are conceptual. Any deviations to be coordinated with and approved by the Pennsylvania Turnpike Commission. Design of fiber optic network to include a backbone and distribution fiber optic cable to various demarcationssites. o Design of fiber optic network to include commercialization fiber optic cable to the limits of the project. o Design, procure, and install all required fiber optic cable, conduit, crossings, and junction boxes. o Install, splice, and test fiber optic cable asrequired. o Design, procure, and construct conduit and cable attachmentsto structures. o Obtain all applicable permits. o Conduct agency and utility coordination asrequired. o Maintenance and Protection of Traffic o Erosion and Sedimentation Control An electronic bid bond, from an approved vendor, with corporate surety, in the amount of five (5%) percent of the bid must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification in work classification code P4 or designation as a General Highway Contractor and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract. Fiber optic network infrastructure, including conduit, fiber optic cable, fiber splicing, fiber terminations, junction boxes, demarcation points, and any other equipment necessary for the network. Document new Commission facilities to be installed during this Contract, and existing Commission facilities to be modified during this Contract. Also document existing Commission and third-party facilities, such as tolling equipment, service plaza buildings and associated vendor equipment, not to be modified during this Contract. The Contractor shall include existing utility information gathered from any subsurface utility engineering (SUE) or other field investigations.
