Description

ids are invited for several items and quantities of work as follows but not limited to: 1. 1,661 SY of Asphalt Pavement Replacement at Bluffview Drive A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Knollwood or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City of Knollwood reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Knollwood for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The City Council reserves the right to cancel the project without any obligation to the bidders. The City Council may award the bid that presents the best value for the City pursuant to Gov't Code Section 2269.055 using the criteria set forth herein. In determining best value for the City, the City Council shall consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor's services; (4) the impact on the ability of the City to comply with rules relating to historically underutilized businesses; (5) the contractor's safety record; (6) the contractor's proposed personnel and (7) whether the contractor's financial capability is appropriate to the size and scope of the project; and (8) the contractor's past relationship with the City. Silt Fence is a barrier consisting of geotextile fabric supported by metal posts to prevent soil and sediment loss from a site. This includes all labor and materials associated with installation and maintenance of the silt fence as shown in the construction drawings or similar document. B. The purpose of a silt fence is to intercept and detain water-borne sediment from unprotected areas to a limited extent. Silt fence is used during the period of construction near the perimeter of a disturbed area to intercept sediment while allowing water to percolate through. This fence shall remain in place until the disturbed area is permanently stabilized. Silt fence should not be used where there is a concentration of water in a channel or drainage way or where soil conditions prevent a minimum toe-in depth of six (6) inches or installation of support post to depth of 12 inches. If concentrated, flow occurs after installation, corrective action must be taken such as placing rock berm in the areas of concentrated flow.
