Description

Per the owner, as of April 11, 2023, an award has been made for this solicitation. A timeline for construction has not been determined. Closed solicitation has been included below for reference. ……………….. Ontario Municipal Utilities Company (OMUC) is requesting a fee proposal from Consultants for providing design services for the design to drill and equip Well No. 53. OMUC Engineering and Water Productions staff identified Well No. 53 as a critical well to maintain a reliable source of potable water for the City. The drilling and equipping of proposed Well No. 53 (the Project) will occur at one (1) site located on the southwest side of Doubleday Ave. approximately 950ft West of Dupont Ave/Doubleday Ave Intersection on a presently vacant parcel. See attached location map in Exhibit A. Per existing agreements with OMUC, Ontario International Airport Authority (OIAA) will provide OMUC approximately a 100-ft by 130-ft parcel to house the future well site. The facilities for the new well must blend with the existing neighborhoods and conform to the requirements of Planning, Zoning, Building, Engineering, Fire, Maintenance, Parks and Recreation, and all other City Department and all other governing agencies for the region. Well No. 53 is anticipated to be 2000-3000 gallons per minute (gpm) with a max 600HP pump to provide disinfected potable water that meets all Federal, State, and Local regulations into the Citys 1212 pressure zone. The proposed wells shall be drilled into the deep aquifer (750 to 1,000 feet deep based on the Citys Water Master Plan); have facilities for emergency power and disinfection; and fit the operation and maintenance requirements of City. The project will consist of two primary phases; drilling design and equipping design. The drilling design phase will consist of three subphases: 1) Drilling - Preliminary Design Phase, 2) Drilling - Bidding/Award Phase and 3) Drilling - Construction & Final Design Phase. The equipping design subphase will consist of three phases: 4) Equipping - Design Phase and 5) Equipping - Bidding/Award Phase and 6) Supplemental Engineering Services. During the primary drilling design phase, Consultant shall complete a Preliminary Design Report (PDR) for the drilling of Well No. 53 which will include data collection, site evaluation, hydrological study, initial study of environmental impact, habitat suitability assessment, design survey for the project, geotechnical investigation and a complete set of construction plans and specifications, estimates and bid documents for a State of California Well Drilling Contractor to drill the well. After the completion of the PDR, plans and specifications for the drilling operation, the Consultant will be retained during the construction of the drilling operation to provide field oversight and observations of the well drilling contractor, communication and coordination with City staff and the contractor, final design of the well, testing observation, well performance, appropriate handling of potentially contaminated soil and groundwater, reporting, permit support with all appropriate agencies, and management services during the well construction (casing construction, emplacement of annular materials) of a new groundwater well. Once the well drilling construction phase has been completed and accepted by the state and OMUC, Consultant will proceed to the design phase of equipping Well No. 53. The design will consist of an above ground masonry building, on-site sodium hypochlorite generation system, mechanical piping, electrical, HVAC, instrumentation, and landscaping. Consultant will prepare a complete plans and specifications construction package, including project construction schedule and probable construction cost.
