Description | For the mitigation of six properties within the floodplain of Fishing Creek For the following project: HEMLOCK TOWNSHIP MITIGATION GRANT HMGP-4408 APPLICATION 2 The project will generally consist of the structure demolition and site restoration of six residential properties within the floodplain of Fishing Creek. The Township requires the Project to be substantially complete in 120 calendar days from date of the Notice to Proceed. All inquiries pertaining to the Bidding Documents shall be directed to the Engineer in writing via email (akeister@mctish.com) or via FAX (570-368-3166). Bidders will be required to provide Bid security in the form of a Bid Bond or certified check in an amount no less than 10 percent of the Bid Sum. Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by contractors in connection with performance of necessary work. The Bidders must comply with the Pennsylvania Human Relations Act, as amended; exhibit Equal Employment Opportunity in accordance with Executive Order 11246, amended under Executive Order 11375 and supplemented by 41CFR Ch. 60; as well as standard non-discriminatory federal requirements associated with discrimination on basis of race, color, national origin, age, sex and disability. Bidders debarred or suspended by the United States EPA are not eligible for contract award. The project is being funded in whole or in part by the federal monies obtained from the Federal Emergency Management Agency (FEMA) through the Hazard Mitigation Assistance: Hazard Mitigation Grant Program under the Catalog of Federal Domestic Assistance (CFDA) number 97.039. The OWNER has established minimum participation levels (MPLs) of five percent (5%) for minority and three percent (3%) for women business enterprises (MBE/WBE) for this Project. These goals serve as a threshold in determining bidder responsibility. A bidder will not be rejected as not responsible solely because he/she fails to reach the MPLs, so long as it can demonstrate its efforts. Bids will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. No Bidder may withdraw his Bid before the expiration of the 60 day period. Bids will be taken under advisement and the award of the contract will be made at the August 9, 2022 Township Supervisors' meeting, at 9:00am. The Owner reserves the right to accept or reject any or all Bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
