Description

Provide ADA improvements at various locations in the park. Project includes renovation of two restrooms and complete re-build of a showering/changing room facility, The project includes associated flatwork improvements at CHINA CAMP STATE PARK in Marin County, California. Any discrepancies, omissions, ambiguities, or conflicts in or among the contract documents or doubts as to meaning shall be brought to the State's attention by emailing your questions to Merrilee.Byrnes@parks.ca.gov NO LATER THAN 2 p.m., seven (7) calendar days prior to bid opening date. Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 6%. Failure to fulfill the DVBE requirement will render your bid non-responsive. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed the 6% DVBE participation requirements. Refer to the DVBE forms beginning with DPR 479IP. A five percent (5%) Small Business Preference will be granted to properly certified small businesses (a completed STD 811 Form must be submitted with the bid proposal) Public Works Contractor Registration Program SB 854: 1) No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. 2) No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 3) This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Answers will be provided by Addendum which will be posted within the Bid Solicitation located on the Cal eProcure website stated above. It is the responsibility of the bidders to download any addenda as needed. As stated in the Instructions to Bidders, any requests to withdraw a bid must be submitted in writing. State law allows certified small business (SB) and microbusiness (MB) firms to receive a 5% bidding preference on applicable state solicitations. The 5% preference is also available for non-certified businesses who subcontract 25% of contract amount with a certified SB/MB. Bids exceeding $5,000 shall have enclosed cash, a cashier's check, certified check, or a bidder's bond, executed as surety by a corporation authorized to issue surety bonds in the State of California, made payable to "Director of Parks and Recreation," in an amount equal to at least 10 percent of amount of bid. No such bid shall be considered unless one of the forms of bidder's security is enclosed therewith. When the Contract Sum exceeds five thousand dollars ($5,000), Contractor shall furnish, in duplicate, a Performance Bond, to accompany the Contract, in the amount equal to at least one hundred percent (100%) of the Contract Sum guaranteeing faithful performance of the Work.
