Description

The General Services Administration (GSA), Great Lakes Region 5, is seeking a contractor to remove and replace existing R22 HVAC units at the Major General Emmett J Bean Federal Center (Base) and the Daycare (Option) located at 8899 E. 56th Street in Indianapolis, Indiana. Approximately 12 HVAC units currently utilize R22 freon at the Bean Center (Base) and 10 HVAC units at the Daycare (Option). The construction cost estimate is between $500,000 and $1,000,000. The on-site period of performance is 90 calendar days for the Base and 90 calendar days for the Option. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 238220 with a small business size standard of $16.5 million. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include Experience for Similar Projects and Past Performance for Similar Projects. The solicitation is expected to be released on or about June 30, 2022, with a closing date on or about August 8, 2022. A pre-proposal conference and site visit is scheduled for July 19, 2022; notification to the Contracting Officer of proposed attendance will be required. GSA considers attendance at this conference vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
