Description

This solicitation will be for the construction of an Airman Training Cernter (ATC) Dormitory and Dining/Classroom Facility (DCF). This is a Design Bid Build (DBB) Project. Construct the Airmen Training Complex (ATC) 8 (280,152 GSF) and Dining Classroom Facility (DCF) 4 (105,681 GSF) facilities at Lackland AFB, Texas, provide site grading and drainage, site drainage features, underground utilities, drill pad, self-aid/buddy care station, the self-defense training area, temper tent area, low crawl/high crawl, defensive firing positions, the construction of the paved parking and roadways, and the low security wall. The majority of the ATC8 and DCF4 will be constructed together with associated minor structures and site work by a single contractor. ATC8 is cross-shaped in plan, with a four-story courtyard in the center capped by a translucent panel system providing daylight to the ground floor. Most of the ground floor level is open to the air on the sides to provide a covered formation area. There are stair towers at all four corners and one elevator. One wing of the ground floor encloses space for recruit training administrative offices, two small hold-over dormitories, and staff toilets. A separate wing of the ground floor has enclosed space for the TRSS / VIPER program. This program includes physical therapy exam rooms, treatment rooms, treatment cubicles, agility training gym, administrative offices, and a small classroom. Floors two through four house eight dormitories per floor, each containing one flight of up to 52 airmen with day rooms, laundry, toilet, shower rooms, MTI office, and storage for each dorm. The fifth level is a mechanical level and a crawl space is also provided. The dorms and their auxiliary areas are situated in such a manner that there is no access between different dorms. ATC8 features will include: Airmen Training Complex 8, Weapons Cleaning Pavilion 8, Equipment Building 2 (physically attached to ATC8, programmed through DCF4), Site Utilities, Site Grading and Drainage, AT/FP Knee Wall, Sidewalks, Exterior Signage, Parking Area, Drill Pad, Self-Aid / Buddy Care, Self Defense Training Area, Temper Tent, Low Crawl / High Crawl, Defensive Firing Positions, Landscaping and Irrigation. DCF 4 will serve two ATCs with a total of approximately 2,500 trainees. The building has the capacity to accommodate 674 trainees in the dining room and 1920 trainees in the classrooms, simultaneously. The three-story structure is robust with a structural steel frame, durable precast concrete cladding, and standing seam metal roofing. DCF houses a dining facility and a full-service kitchen on the ground floor. Floors two and three of the DCF include 16 classrooms, each with a capacity of 120 students. Classrooms are efficient including features such as tiered seating for optimal visibility, excellent acoustical control, projection systems, and student data connection capability. DCF 4 features will include: 106,424 GSF and Equipment Building 2 at 8,072 GSF.
