HSIP Cycle 10, State Funded Project

The work involves the construction of upgrading three (3) uncontrolled crosswalks with enhanced crosswalk features, including solar powered rectangular rapid flashing beacons, high visibility crosswalks, advance yield lines, high visibility signage, and advance pavement markings; upgrading twenty-five (25) stop-controlled intersections throughout the City with solar powered LED flashing stop signs, new sign posts with additional wind bracing, and advance pavement markings; upgrading six (6) traffic signal controller units, including implementing Leading Pedestrian Interval (LPI) signal timing. The site of the work are located throughout the City of Ridgecrest: Ridgecrest Blvd at Alvord St, Ridgecrest Blvd at Sanders St, mid-block on Downs St between Church Ave and Upjohn Ave, Drummond Ave at Mahan St, Las Flores Ave at Mahan St, Las Flores Ave at Downs St, Upjohn Ave at Downs St, Upjohn Ave at Norma St, Upjohn Ave at Sunland St, Upjohn Ave at Gateway Blvd, Bowman Rd at Norma St, Dolphin Ave at Downs St, Dolphin Ave at China Lake Blvd, Downs St at China Lake Blvd, Norma St at China Lake Blvd, Upjohn Ave at Richmond Rd, Gateway Blvd at Ridgecrest Blvd, Sunland St at Ridgecrest Blvd, Mahan St at Inyokern Rd, Mahan St at Ward Ave, Mahan St at Ridgecrest Blvd, Mahan St at Upjohn Ave, Downs St at Inyokern Rd, College Heights Blvd at Dolphin Ave, College Heights Blvd at Kendall Ave, Sunland St at Bowman Rd, San Bernardino Blvd at Ridgecrest Blvd, China Lake Blvd at California Ave, China Lake Blvd at Church Ave, China Lake Blvd at Upjohn Ave, China Lake Blvd at Rader Ave, China Lake Blvd at Bowman Rd, China Lake Blvd at College Heights Blvd. Upon execution of the Contract, a written Notice to Proceed with Procurement will be issued for the procurement of the equipment. Upon receiving confirmation of the scheduled delivery date of the equipment from the Contractor, a Notice to Proceed with Construction will be issued 15 calendar days before the scheduled arrival of the equipment on site. Total duration of the construction period is FORTY (40) working days from the date of the written Notice to Proceed with Construction. The product submittals shall be within ten (10) working days from the date set forth in the "Notice to Proceed with Procurement". Liquidated damages of Two Thousand Two Hundred and Fifty Dollars ($2,250.00) per working day, as specified in the Special Conditions, shall be paid by the contractor to the City of Ridgecrest for each working day in excess of the time limit stated above that the project is not complete. Each bid shall be accompanied by a certified or cashier's check or bid bond in the amount of ten percent (10%) of the total bid price payable to the City of Ridgecrest as a guarantee that the bidder, if its bid is accepted, will promptly execute the contract. The bidder shall guarantee the total bid price for a period of sixty (60) calendar days from the date of bid opening. Pursuant to California Labor Code Sections 1770, 1773, 1773.1, 1773.6, and 1773.7, as amended, the applicable prevailing wages for this project have been determined. It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the higher of the Federal and the State prevailing wage rates to all workers employed by them in the execution of the contract. The applicable Federal prevailing wage rates are those that are in effect ten (10) calendar days prior to bid opening; they are set forth on the U.S. Department of Labor electronically. CONFLICT OF INTEREST: in the procurement ofsupplies, equipment, construction, and services by subrecipients, the conflict of interest provisions in 24 CFR 85.36, OMB Circular A-110, and 24 CFR 570.611 shall apply. No employee, officer, or agent of the sub-recipient shall participate in the selection, award, or administration of a contract supported by federal funds if a conflict of interest, real or apparent, would be involved. The City of Ridgecrest reserves the right to reject any and all bids, to waive any informality in a bid and to make awardsto the lowest responsive, responsible bidder asit may best serve the interest of the owner.
