Description

MaineDOT is currently in the preliminary design phase for a 1,300-ft long breakwater structure (top elevation at 25 ft) that extends into Johnson Cove from an area adjacent to the Lubec Historical Society building on Main Street, in Lubec, ME. The purpose of the breakwater is to provide year- round safe harbor for fisherman and recreational boaters. The Department intends to develop and finalize recommendations resulting from contractor interface process and will advance designs to the PS&E stage for advertising in the 1st quarter of 2024. This project specific prequalification invites input from the contracting community to help achieve the key project goals of meeting grant funding requirements, schedule, reducing bidder's risk, and reducing project cost. The project location is remote, and material sourcing will require significant anticipation on how this will affect construction The MaineDOT is fully responsible to lead the design effort and expects to interact with the prequalified contractors as described below to focus on design in relation to the work outlined above. Project Meetings MaineDOT will meet with the pre-qualified contractors as a group for an initial project meeting to provide baseline project information. MaineDOT will then switch to one on one discussions with each pre-qualified contractor to provide an open forum for feedback on the design to continue to progress the project forward. Prior to the meetings, MaineDOT will distribute an agenda with progress drawings as needed. Only Contractors that become Prequalified will be Eligible to bid on the project. Submittals may be e-mailed (Word or Adobe Format) to george.macdougall@maine.gov as long as a hardcopy of required material is received by the deadline below. Please use the subject of BID Lubec, Breakwater Project. There will be no compensation to contractors for participation in the design review process. Contractor's may withdraw from the design review process at any time. Contractor's that withdraw will not be eligible to bid on the project.
