RFP - Construction Engineering and Inspection (CEI) Services

This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - Cory Wilson, P.E. User Division - Construction Approximate Fee - $3,000,000 Estimated Project Funding - Federal and State Funds Project Length - Approximately 1.711 miles Contract Term - December 31, 2025 The Kentucky Transportation Cabinet (KYTC) is pursing completion of a KY-236 (Donaldson Road) Improvement project in Boone and Kenton Counties. The project letting date is anticipated to be November 17, 2022. Donaldson Road serves as a critical connection between I-275 and CVG Airport. Changing land uses with active large commercial and industrial development on and around CVG airport are increasing the usage of this route, along with Mineola Pike (KY-3076). From 2017 to 2030, the ADT of Donaldson Road is expected to increase from 15,000 vehicles per day to 34,000 vehicles per day. In order to adequately move vehicles and freight between the critical resources in the NKY area, this project will provide a more robust connection to I-75 for local businesses and residents, and establish a more reliable connection between CVG Airport's freight operations and the Interstate system. The resulting roadway will be widened to accommodate two lanes in each direction with turn lanes and pedestrian facilities. The construction project, is scheduled for completion on or before December 31, 2025. The construction contract will be awarded separately by KYTC Construction Procurement. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. An additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of four (4) points will be considered in the Evaluation Factors for the DBE Participation Plan. First Selection Meeting: November 7, 2022 Final Selection: November 21, 2022 Scoping Conference: November 30, 2022 Notice to Proceed: December 21, 2022 The method of contractor selection has not been determined at this time.
