Description

This project will replace obsolete programmable logic controllers (PLCs) currently in operation at the Renewable Energy Facility (REF) located at Southerly WWTC and will provide consistency in the programming of the new equipment. The improvements and services provided by this project will improve control system equipment, data collection, and the documentation and maintainability of the control system to enhance overall system functionality and reliability. WBE/MBE Goal: 17% SBE Goal: 3% REF PLC Replacement (1656) Questions regarding this RFP shall be directed to Robin Rupe or Christine Umerley at the pre-proposal meeting or at other times by e-mailing to ruper@neorsd.org and umerleyc@neorsd.org. This project involves the replacement of PLCs, whose product lifecycle statuses warrants replacement, in the REF and biofilter building at Southerly WWTC. During the Master Plan, a PLC inventory list was created for each plant. Revisions and updates have been made to this list based on hardware inventory assessments performed by Rockwell Automation and NEORSD staff. A detailed summary of the most recent information is presented in Appendix A and B of this RFP. Initial P&IDs for each of these PLCs is included in Appendix D and E. This information is provided for reference purposes only as actual conditions may vary. To obtain maximum advantage to replacing the PLCs, the approach to replacement should not just focus on hardware swaps. The overall replacement project should include the following major goals: ControlLogix PLCs that are L6 series, as shown in the table below and in Appendix A and B, will be required to be replaced with L8 series, at a minimum. These changes will be included in the bid documents developed for replacement of the aging PLCs. QA Date 15/2/2023 4.30pm I recently received a request for updated information about the REF PLC Replacement project. This project is not in the bidding phase, but is currently procuring for design, with the due date for responses to the RFP having been on March 3, 2023. We anticipate requesting our Board to award for design sometime in May.
