Description | **As of June 23, 2023, This project has not yet been awarded. A timeline for award has not yet been established.** The project involves the installation of curb, sidewalk, and handicap accessible ramps and the restoration of all disturbed lawn areas. The work also includes the construction of concrete driveway aprons and the resetting of water services, water valves and sanitary sewer manholes. The project is funded in part by Transportation Alternatives Program, and as such, bidders are advised to familiarize themselves with the compliance requirements set forth in the project documents, including, but not limited to, wage rates and Buy American provisions. The Township reserves the right to reject all bids or award the base bid. Substantial Completion shall be achieved no later than the cumulative number of calendar days from the issuance of Notice to Proceed described below: Base Bid One Hundred Twenty (120) calendar days. Contract Documents and Drawings for the proposed work, which have been prepared by Colliers Engineering and Design (dba: Maser Consulting P.A.), the Township's Engineering Consultant, are on file in the Township of Lopatcong Municipal Building, 232 South 3rd Street, Phillipsburg, NJ 08865, and at the office of said Engineer at 53 Frontage Road, Suite 110, Hampton, New Jersey, 08827, and may be inspected by prospective bidders during business hours. Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to Township of Lopatcong and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of "Township of Lopatcong" for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of this project is required. The award of the Contract for this project will not be made until the necessary funds have been provided by the Township of Lopatcong in a lawful manner. The Township or the Engineer reserve the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents. Bidders are advised that April 24th, 2023 shall be the final date for the issuance of a bid clarification, or addendum per the requirements of the Local Public Contracts Law at N.J.S.A. 40A:11-1 et seq. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, contractors are exempt from the limitations on making contributions under that law. Further, for that reason, as well as because of the language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44-20.3 et seq. and 19:44-20.25 et seq., will not adversely affect your consideration of award. The Disadvantaged Business Enterprise (DBE) Goal for this contract is 4%, as indicated in Federal Attachment No. 1 of the Project Specifications. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Township. Further, the Township reserves the right to abandon the project and reject the bids entirely if any legal or State or Federal administrative action is taken against the Township which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The bid must also be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2). PAY TO PLAY PROVISIONS ARE NOT APPLICABLE TO THIS FEDERALLY FUNDED PROJECT. |
