Description

The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from interested firms to provide maintenance and repairs to VDOT maintained bridge structures located within the Richmond District. The Richmond District is made up of 14 counties and these counties for solicitation purposes are listed below. Ashland Residency, counties of New Kent, Charles City, Henrico, Hanover, Goochland Chesterfield Residency, counties of Powhatan, Chesterfield, Amelia South Hill Residency, counties of Lunenburg, Brunswick, Mecklenburg Petersburg Residency, counties of Nottoway, Dinwiddie, Prince George Bidders who bid shall have the work force and equipment to respond simultaneously with a minimum of two crews to any of the 14 counties throughout the Richmond District with the ability for two additional crews as needed. PERIOD OF CONTRACT: From date of award through a one (1) year period with three (3) optional one (1) year renewals All repair line items noted shall include all preparation, saw cutting, removal, labor, equipment, materials, and disposal, unless otherwise noted, and shall be in conformance with Division 400 of the 2020 VDOT Road and Bridge Specifications unless otherwise noted, and with any drawings included in this contract. Some minor items as noted will only be assigned in conjunction with more significant repair items. Repairs should normally be expected to be ready for traffic when the lane closures are ended. The Contractor shall furnish all skilled labor, equipment, supervision, transportation, tools, fuel, parts, materials, structural steel and traffic control, as necessary, to perform routine and/or preventative maintenance on bridge structures steel on an as needed basis. Bridge Maintenance and Temporary Steel Repairs services shall include, but are not limited to bridge bearing seats, beam connectors, beam stiffeners and diaphragm steel repairs. Welded, Emergency Bolted repairs to a limit of 5 ft out from the ends of the bridge beams. Welding shall be performed by a certified welder per 2020 VDOT Road and Bridge Specification, section 407.04. Cleaning, sweeping, and removing all debris from work area and carpentry work. Perform Hazardous Material testing and perform removal, the contractor shall submit all reports to Richmond District Structure & Bridge Contract Administrator or their designee before repairs are made to the work area. Steel coating of all areas shall be recoated at a minimum of 6" inches outside of repaired area. Coatings per 2020 VDOT Road and Bridge specifications, section 411.05 (4). All provided materials shall be listed on the VDOT approved material list. All steel shall be ASTM A709 Grade 50 steel in accordance with 2020 VDOT Road and Bridge specifications, section 226.02. Test values shall meet the requirements given in ASTM A709 for Zone 2. Any material substitution shall be approved by the VDOT Richmond District Structure & Bridge Contract Administrator or their Designee prior to the material being purchased and used. All material data sheets, material specification and mill certifications shall be supplied at the request of VDOT and submitted with the invoice for payment. All services provided under this contract will be within the existing VDOT right of way. The Contractor shall comply with all federal, state or local health and safety laws, now in effect or hereafter promulgated, which apply to the work. The Contractor shall comply with all procedural instructions that are issued by VDOT or the VDOT Representative. VDOT will assign a Contract Administrator to oversee and administer the contract. The assigned Contract Administrator or his designee will have the authority to suspend work, fully or in part, due to the failure of the Contractor to correct conditions unsafe for the workers or to the public, due to failure to carry out orders, or for any other circumstance deemed to be in the public's interest. VDOT reserves the right to perform any type of highway construction or maintenance within the limits of this operation. The Contractor shall cooperate with VDOT and other Contractors in coordinating lane closure. VDOT will acquire and ensure that the Contractor has all needed environmental permits prior to start of any work done as a result of this contract. Due to the importance of all bidders having a clear understanding of the specifications/scope of work and requirements of this solicitation, participation at this prebid conference will be a prerequisite for submitting a bid. Bids will only be accepted from those bidders who are represented at this prebid conference. If you plan to participate in the mandatory pre-bid conference, you must provide the following information via email to tracey.higgins@vdot.virginia.gov no later than 5:00 PM EST on the business day prior to the scheduled conference.
