Description | The purpose of this project is to design and replace the cooling pond pump house at Eielson's Central Heat and Power Plant (CHPP). The Contractor shall provide all labor, materials, and equipment to facilitate the task outlined below. All work shall all be in accordance with: This Statement of Work; All applicable UFCs; International Building Code; national, state, local building codes and standards; Federal, state and local safety and environmental laws and regulations. If conflicting guidance is provided, the stricter of the two shall be implemented. If standards are contradictory, they will be brought the attention of the Government to provide further guidance. Once the design has been completed and accepted by the Government, the Contractor shall construct the new pump house before functionally demolishing the existing pump house. The Contractor shall be responsible for providing cooling capability to the Power Plant throughout the duration of the project. This project is to be accomplished within the existing EAFB CHPP complex. The CHPP complex is a secure site within the Air Force Base. The CHPP provides essential utilities to the Base and has been meeting this need since the early 1950's. It is critical to the operation of the Base and provides essential services. The operation of the CHPP cannot be interrupted the plant is currently configured as a 25 MW coal fired cogeneration plant. It provides both primary electric energy and primary thermal energy, in the form of steam, to the Base. Eielson Air Force Base is a secure military facility. Access to the Base is controlled. The Central Heat and Power Plant facility is also a secure site. Access onto the site and into the plant is controlled. The Contractor will be required to plan, monitor, and execute security specific procedures. *Addendum 1 and 2 have been released. |
