Description

The County of Burke is seeking to develop a stone surface parking area with a small section of paved asphalt surface for the Fonta Flora Harris Whisenant Trailhead. The County of Burke reserves the right to reject any and/or all bids not deemed to be in the best interest of the County, to cancel the RFP in part or in its entirety, or to waive irregularities. Questions are due Friday, October 20, 2023, at 2:00 pm local time. All questions should be directed by email to: brian.nieft@burkenc.org. Answers to all questions will be posted on the website below. SCOPE OF WORK The contractor shall provide all materials, tools, machinery, labor, and supervision necessary for the construction of a stone surface parking area with a small section of paved asphalt surface for the Fonta Flora Harris Whisenant Trailhead. Burke County seeks to have as close to 6 spaces as possible for the parking trailhead. This number includes one ADA parking space/ van-loading space. The ADA space/ van-loading area is to be paved. Please see the attached drawing for layout and dimension. (Attachment B) The driveway is required to be 20 feet wide with a 10' corner radius at the leading corner to Harris Whisnant Road. The driveway section up to and including the ADA space must be paved with 2" asphalt over 6" of compacted ABC stone. Driveway should include pipe as required by NC DOT permit (Attachment C). The remainder of the parking aisle and spaces are to be constructed with 6" of compacted abc stone. The bid alternate will be to pave the entire parking area with 2" of asphalt over the compacted gravel base. The drive aisle will be no narrower than 20 feet with 22 or more feet preferable. Each parking space will be provided with a wheel stop, anchored 2 feet in from the end of the parking space. The parking spaces will be nominally 10' X 20' in dimension. A packed surface trail section will connect to the corner with Linville Cove Ct. The trail section will be 6' wide with a compacted stone surface provided with positive drainage. The contractor will ensure positive drainage around the parking area with the addition of ditching if needed. During grading, clearing and construction the contractor will provide erosion control fencing as required by ordinance along the downhill side of the site. Two large maturing shade trees will be provided on the site as shown on the plan. The contractor may choose between a standard nursery stock minimum 6' tall B&B tree of Sugar Maple, White Ash, Hickory, or Red Oak. The space outside of the parking area to the edge of the right of way line or property line are to be finished with "mulch" of natural river stone 2" to 12" in diameter. Rip rap will not be accepted for this type of use. The contractor to call 811 for utility locate before beginning work on the project. The contractor will contact with Burke County should soft soils be encountered, or likewise subterranean rock is found to the extent that the 6" of abc stone cannot be adequately placed or compacted. The contractor is to make use of and refer to the driveway/ encroachment agreement with the NC DOT. Drainage pipe under the driveway is to meet the NC DOT requirements. Please see attached and approved NC DOT permit. (Attachment C) PROJECT LOCATION County owned property located at 1410 Harris Whisnant Road Morganton, NC 28655. REQUIREMENTS 1. Bid Proposal Form must be included to be considered valid bid. 2. Proposals must include itemized cost for all work to be performed. 3. A proposed schedule indicating the dates of the commencement and completion of project. 4. Proposals must be valid for a minimum of 30 days, preferably 45 days. 5. Proof of NC licensure. 6. Proposals must include 3 references of similar scope. Please include contact information for the reference and when the project was completed. GENERAL INFORMATION No proposer shall have any claims or rights against the County arising out of participation by a proposer in this process. No proposer shall have any claims or rights against the County for the failure to award a contract to it, or for awarding a contract to another person, firm, or corporation, regardless of whether the other person, firm, or corporation participated in the RFP process or did not submit a proposal that complied with the process. Each proposal shall include a statement indicating whether the firm or any persons working on the contract has a possible conflict of interest and, if so, the specific nature of the conflict. Burke County reserves the right to cancel the award if any interest disclosed from any source could either give the appearance of a conflict or cause speculation as to the objectivity of the program to be developed by the proposer. The County's determination regarding conflict(s) of interest shall be final. All bidders must possess a valid North Carolian General Contractors License and must submit proof of licensure with bid information. TAXES: North Carolina sales tax and use tax, as required by law, do apply to materials entering into the state and such costs shall be included in the bid proposal and contract sum. INSURANCE REQUIREMENTS Bidders must provide general liability insurance, with a combined single limit of $1,000,000 for meach occurrence and $2,000,000 in the aggregate or as otherwise specified in addendum, whichever is greater. A certificate of insurance must be provided before work begins. LIMITATIONS, CANCELLATION, AND ADDITIONAL WORK This RFP does not commit Burke County to award a contract, pay any costs incurred in preparation or travel to Burke County, NC to present a submittal toward this request, or to procure or contract for services. All submissions in response to this RFP become the property of Burke County. The County reserves the right to accept or reject any or all documents received, to cancel this RFP in part or in its entirety, or to waive irregularities. After submissions are reviewed, the County will select the firm(s) in the best interest of our agency. Burke County reserves the right to negotiate with the selected firm(s) to perform additional services on these or other projects. Additional work or contracts, if any, will be dependent on consultant performance on originally assigned work. The additional work may include but is not limited to preparation of final design, bid and construction documents, permitting, testing, and construction administration.
