Description

As of May 22 the project has not yet been awarded. A timeline for award has not yet been established . The City of Owensboro (City) is seeking a Contractor to provide all labor, materials, supervision, equipment, construction staking, and incidentals necessary to perform repairs to the W. 4 th Street Bridge over CSX (030C00195N) and the E. Byers Ave Bridge over Horse Fork Creek (030C00176N). The City reserves the right to reject any and all bids based on availability of funds. The City also reserves the right to adjust quantities based on bid pricing and available budget. The Contractor and/or Material Supplier shall be pre-qualified with the Kentucky Transportation Cabinet to do the work identified in the bid and contract documents. The Bidder agrees to pay, as liquidated damages, the sum of Five Hundred Dollars $500 per calendar day for every consecutive calendar day past the completion date specified above. The City shall have the right to deduct out of any retainage these monies owed by the Contractor to the City. If the monies owed at the end of the project are in excess of the amount being retained, then the Contractor shall pay to the City the balance due. The Contractor must be Pre-Qualified with the Kentucky Transportation Cabinet to perform the work items identified in the bid and contract documents. The Contractor must submit proof of Pre- Qualification with this bid prior to acceptance. The Prime Contractor must perform a minimum of 51% of the labor on this project. Any Sub-Contractors must be listed on the forms provided. These Sub-Contractors will be held to the same level of service as the Contractor, and they will also be required to be Pre-Qualified with the Kentucky Transportation Cabinet to perform work on similar projects. At the time of bid submission, each bidder will be presumed to have inspected the job site(s) and to have read and to be thoroughly familiar with the plans and contract documents, including any and all addenda. The failure or omission of any Bidder to examine any form, instrument, or document shall in no way relieve any Bidder from any obligation in respect to his bid. Bidders must satisfy themselves of the accuracy of the estimated quantities in the Bid Form by examination of the site and review of the drawings and specifications, including any and all addenda. After bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the quantities of work, or the nature of the work to be done. Quotations must be made on the form provided. An accompanying letter of explanation is acceptable if the Bidder deems it necessary, but only quotes made on the provided forms will be evaluated. All Bids, any accompanying letters, forms, samples, pictures, catalogs, or any other pertinent material that accompanies the bid becomes the property of the City of Owensboro and will not be returned to the Bidder unless an agreement in writing is secured before the bid is submitted to the City of Owensboro. The City of Owensboro reserves the right to accept or reject any and all bids received, to take exception to these bid specifications, or to waive any informalities, to negotiate all terms and conditions, or to cancel or amend in part, or entirety, this bid. The right is also reserved to award bids based on the best interest and/or most advantageous to the City of Owensboro. The City of Owensboro reserves the right to consider as a part of the bid evaluation the stated warranty, stated delivery schedule and payment terms. Every request for such interpretation, clarification, or additional information should be in writing addressed to Kalyn Fox, Purchasing Agent, at City Hall (101 E. 4 th Street, Owensboro, KY 42303) or emailed to bids@owensboro.org and to be given consideration must be received by Thursday, April 20 th , 2023. The City of Owensboro reserves the right to reject any and all bids and to waive any irregularities in said bids.
