Description

I. INTRODUCTION The State of North Dakota, acting through its Parks and Recreation Department (NDPRD), will receive Statements of Qualifications for Engineering Services for 3 State Parks Road Projects. These parks include Cross Ranch State Park, Fort Ransom State Park, and Grahams Island State Park. II. PROJECT INFORMATION Cross Ranch State Park: Design improvements for gravel road from visitor center to dump station to allow for 2-way traffic. Fort Ransom State Park: Assess paved entrance road and bridge to determine extent of repair and/or upgrade. Grahams Island State Park: Assess all paved surfaces to determine extent of repair and/or upgrade. NDPRD is seeking the professional services from an architect or engineer to develop the plans, drawings, and specifications for use in the bidding and construction of this public improvement. The final scope of work will be negotiated with the successful firm. III.SCOPE OF SERVICES The purpose of the project is to evaluate the existing roads and infrastructure, determine repair and/or upgrade needs, and as potential follow on; recommend and design appropriate repairs and/or upgrades and provide construction management services. The scope of services includes, but is not limited to: A. Engineering Survey Provide necessary field surveys and topographic and utility mapping for Consultant's design purposes. B. Study and Report Phase Assist NDPRD in determining whether NDPRD's requirements, and available data, reports, plans, and evaluations, point to a single potential solution for Consultant's study and evaluation, or are such that it will be necessary for Consultant to identify, study, and evaluate multiple potential solutions and establish a design program. Consultant should be prepared for the potential extensive review of sanitary sewer requirements by the Department of Environmental Quality. IV. SELECTION CRITERIA - Proposals will be screened by a committee to select the firms/persons to be interviewed for further consideration. The committee will then consider the following criteria to prioritize which interviewed firms/persons to negotiate contracts with after the interview process: o Past performance. o Willingness to meet time and budget requirements. o Recent, current, and projected workloads of the persons or firms. o Related experience on similar projects/work. o Recent and current work for/experience with the agency. o Overall assessment of the respondent's proposed approach to the project/work as detailed in the interview, based on what was provided by the agency in the RFQ o Overall assessment of the respondent's ability to accomplish the requirements of the project/work based on the interview Abilities of professional personnel, compatibility with the agency culture of collaboration, and presence of a headquarters in North Dakota will also be assessed. III. SUBMITTAL REQUIREMENTS 1. Submit qualifications on GSA Form 330 Architect-Engineer Qualifications: Part 1, Sections A-I or similar format detailing information normally contained on a GSA Form 330. In addition, also provide the following: 2. Statement of Interest. Maximum one (1) page. 3. Provide a description of your team's approach to the project. Please be specific. Maximum four (4) pages. 4. Include three letters of reference that highlight the Consultant's work with projects of similar scope and scale.
