A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: THIS IS NOT A REQUEST FOR BID PLANS AND SPECIFICATIONS ARE NOT AVAILABLE THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Business Concerns (SBCs), HUBZone small businesses, Woman Owned Small Businesses (WOSBs), 8(a) small businesses, Veteran Owned Small Businesses (VOSBs) or Service Disabled Veteran-Owned Small Businesses (SDVOSBs) and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by fax to 720-963-3360 (Attn: Josephine Helms, please put WY FLAP 740(1) Skyline Drive & Fremont Lake Road in the subject line) for receipt by (2 p.m. MST) on January 26, 2022: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a)-small business program. In the case of a VOSB or SDVOSB, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $10 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed (as the prime contractor) highway construction work that included work in mountainous terrain (7,000 feet in elevation or higher) and natural resource sensitive areas, pulverizing and paving, minor widening, grading, resurfacing, restoration and rehabilitation and drainage improvements of roadway and experience with construction phasing and temporary traffic control. State whether your firm was the prime contract or subcontractor on the project. PLEASE DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT NUMBER: WY FLAP 740(1) Skyline Drive & Fremont Lake Road Skyline Drive (designated as County Road 740) and Fremont Lake Road (designated as US Forrest Service Road 111) are located in the town of Pinedale, Sublette County, Wyoming, and provides access to Fremont Lake, Bridger-Teton National Forest, several campgrounds, lodges, trailheads, picnic areas, and numerous privately-owned properties. The County Road 740 begins at the junction with State Route 191 in the town of Pinedale and continues north 14 miles to Elkhart Park Trailhead. Skyline Drive portion of the project starts 10 miles north of the intersection of CR 740 and SR 191. Lower Fremont Lake portion of the project starts at the intersection of CR 740 and Fremont Lake Road. Lower Fremont lake Road is primarily on US Forest Service land and is maintained by Sublette County. Both routes are functionally classified as a low volume road. Facilities along the route are associated with the use of adjacent lands, and the majority of traffic on Skyline Drive and Lower Fremont Lake Road is related to recreational use for the forest trails and lake recreation. SCOPE OF WORK: SCHEDULE A Skyline Drive: The existing Skyline Drive is a two-lane paved roadway with varying widths and variable width unpaved shoulders, as well as multiple paved and unpaved pull-offs and intersecting roadways. Roadway shoulder widths are typically narrow or non-existent. The roadway surface is showing signs of deterioration including thermal and block cracking with some areas showing signs of fatigue cracking. The speed limit on the route is currently not posted. The entire 4.3 miles is in steep mountainous terrain with narrow roadway bench widths along the majority of the route. There are two parking areas with trail access at the end of the route. Daily traffic is approximately 1000. The proposed road improvements include pulverizing and paving, minor widening, grading, and drainage improvements to 4.3 miles of Skyline Drive. Option X Fremont Lake Road: The existing Lower Fremont Lake Road (FS 111) is a two-lane gravel roadway with varying widths, unpaved pull-offs and intersecting roadway, public parking lots to access Fremont Lake recreation, driveways to private properties, and a private lodging. Roadway shoulder widths are typically narrow or non-existent. The gravel roadway surface is showing signs of deterioration including wash boarding and rutting. The speed limit on the route is currently not posted. The entire 1.47 miles is in rolling terrain. There is a parking area with boat ramp to access the lake at the end of the route. Daily traffic is approximately 500. The project will provide minor widening, resurfacing, restoration, and rehabilitation to the 1.47 miles of Fremont Lake Road, which is the primary access to Fremont Lake. The project begins at the existing cattleguard and terminates at the end of the boat ramp parking lot. Option Y Parking Lots: Two parking lots at the northern end of Skyline Drive project limit and approach roads and campground loop. This option will include a fog seal pavement preservation, cleaning and sealing of cracks, asphalt concrete pavement patch, and pavement striping on the two parking lots, campground loop connection road. SIGNIFICANT QUANTITIES: Approximate quantities for major work items: o 30 acres of clearing and grubbing o 6,200 cubic yards of roadway excavation o 2,000 cubic yards of subexcavation o 1,250 tons of Rock Buttress, Mechanically Placed o 10,700 tons of roadway aggregate o 4.5 miles of full depth reclamation o 15,000 tons of asphalt concrete pavement (superpave) o 500 square yards of asphalt concrete pavement patch o 2,700 linear feet of standard underdrain system o 26.5 miles of Pavement Markings, Type C, Solid o 6,000 hours of Temporary Traffic Control, Flagger o 1,950 hours of Temporary Traffic Control, Pilot Car ANTICIPATED SCHEDULE: Advertise: May 2022 Award: July 2022 Construction: August 2022 - October 2023 ESTIMATED TOTAL COST: The anticipated cost range is between $5,000,000 and $10,000,000 for combined Schedule A and Options X and Y.
