Description

The City of Bangor is requesting proposals for downtown trash pick-up and sidewalk cleaning for a period of three (3) years. Three (3) one (1) year renewal options are to be contemplated contingent upon mutual agreement of the parties. Administration of the contract will be through the Parks and Recreation Department. To be completed in the morning hours, preferably before 10am on Saturday and Sunday mornings. The work consists of walking the sidewalks on the specified streets in Attachment B and includes picking up trash, cigarette stubs, biological waste and hypodermic needles along the sidewalks and curbs. The successful Proposer shall be responsible for providing adequate backup as necessary in the event that personnel and/or equipment dedicated to the contract become unavailable. The successful Proposer shall maintain a telephone number and messaging service or other method of insuring calls from the City are returned within twenty-four (24) hours. Payment will be made after a properly supported invoice is submitted monthly to the City of Bangor ATTN Parks and Recreation Department, 647 Main Street St., Bangor, ME 04401. Invoice must include the date service is performed, description of services performed and location at which services were performed. The City agrees to pay the successful Proposer the hourly fee specified on the Proposal Form for any additional special work requested by the Contract Administrator XI. Employee Behavior The successful Proposer's employees shall not trespass on private property that borders the City's property. Vehicles shall not interfere unduly with traffic within the areas serviced and shall not be left standing unattended on public ways. Operations shall be performed as quietly and courteously as possible around occupied buildings. The successful Proposer(s)'s employees shall be polite and courteous when interacting with the public. Rude or indecent speech or conduct with the public or City of Bangor staff will not be tolerated by the successful Proposer(s). Services performed shall not interfere with the operations of the City's crews or other contractors. If necessary, the successful Proposers shall adjust their schedule to accommodate the City. Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 PM, Friday, February 24, 2023. The City will issue a response on or before 4:30 PM, Friday, March 3, 2023. The response will be in the form of an addendum, which will be available on the City's website. Notifications will be sent out at the time of release of all addendum to the appropriate Registered Vendor List. The City of Bangor reserves the right to reject any and all proposals, to waive any informalities or defects ins proposals or to accept a higher cost proposal if it is deemed to be in the best interest of the City of Bangor. The City also reserves the right to negotiate with the successful Proposers. All Federal and State taxes must be excluded from the proposal price. A tax exemption certificate for the City of Bangor shall be furnished to the successful Proposer upon request. Each Proposer shall make their Proposal from their own examinations and estimates and shall not hold the City, its agents or employees responsible for any information received from them.
