INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. The General Services Administration, Public Building Service is seeking sources capable of performing the work to be performed hereunder includes the furnishing of all labor, supervision, equipment, material (unless otherwise noted) of all work requested to design, install and maintain a Distributed Antenna System (DAS) in the New U.S. Courthouse in San Antonio, TX. A copy of the agency requirements is attached. The estimated cost range for all work is between $100,000.00 and $250,000.00. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238210, Telecommunications equipment and wiring (except transmission line) installation contractors with a size standard of $16.5 Million. Additionally, this project may be revised or canceled at any time during the sources sought synopsis, solicitation, selection, evaluation, negotiation, and final award 1 Project Description United States Courthouse - San Antonio Distributed Antenna System (DAS) 1.1 Purpose This Statement of Work (SOW) supports the acquisition of the design, installation, and operation and maintenance of a Distributed Antenna System (DAS) at the United States Courthouse, San Antonio Texas. The solution shall support currently deployed frequencies from the following service providers at a minimum: AT&T. T-Mobile and Verizon shall be considered as alternates. This DAS system shall support multiple services (voice/data/video) in a modular architecture, so that services can be added or removed without disturbing existing services. The architecture shall enable a "pay as you grow" strategy for incrementally adding service-specific modules when new services are required. 1.2 Background 1.2.1 Organization and Mission The United States Courts are an independent, national judiciary providing fair and impartial justice within the jurisdiction conferred by the Constitution and Congress. As an equal branch of government, the federal judiciary preserves and enhances its core values as the courts meet changing national and local needs. 1.2.2 Objectives for the DAS Installation at the United States Courthouse in San Antonio This task order for the United States Courthouse in San Antonio, DAS installation, will provide valuable benefits by increasing the coverage of cellular frequencies in the building using a technically advanced low power antenna system, which will better enable communications for staff within the building. 1.3 Scope The Agency has a requirement for the design and installation of a Neutral Host In-Building Multi-band Cellular Distributed Antenna System (DAS) in order to provide cellular voice and data coverage inside its facility located at (address). 1.3.1 General Description of Requirements The offeror shall design, install, and maintain a Distributed Antenna System (DAS) that provides voice and data cellular communications coverage for the United States District Court, Western District of Texas at the United States Courthouse in San Antonio Texas; a - 245,000 square foot single building above ground. The facility is a new building that includes three levels above grade, with normal false ceilings and decorative inaccessible ceilings in certain areas of the building. The system shall provide cellular voice and data coverage including all office areas, conference rooms, courtrooms, cellblocks, secure corridors, and other building specific areas of United States District Courthouse in San Antonio. The offeror shall provide 95% percent coverage in the above spaces at the following levels. o Reference Signal Received Power (RSRP) of -85 decibels below 1 milliwatt (dBm) for 700MHz Long Term Evolution (LTE) with a 10Megahertz (MHz) frequency bandwidth o RSRP of -85dBm for 800MHz LTE with a 5 MHz frequency bandwidth o Received Signal Code Power (RSCP) of -85dBm for Code Division Multiple Access (CDMA), Evolution Data Optimized (EDVO), Universal Mobile Telecommunications System (UMTS), Wideband Code Division Multiple Access (WCDMA) at 850MHz and 1900MHz 1.4 Period of Performance The tasks agreed upon by the Government and the offeror will remain in effect for the life of the Task Order. The offeror shall provide technical support and shall procure and install equipment for these tasks. The term of the order will be from the date of award through a base period of one year. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
