Description

**As of February 16, 2024, project was awarded to Atlantis Commercial Group Inc, awarded amount is $1,229,863.52.** Pittsylvania County will be accepting Bids for cell construction and related infrastructure at the Pittsylvania County Landfill, located at 382 Rainbow Lane Dry Fork, VA 24549. The work includes, but is not limited to, the following: o Erosion and Sedimentation Controls; o Site preparation; o Unclassified Excavation; o Placement of Structural Fill; o Subtitle D Liner System Construction; o Leachate Collection and Conveyance System Construction; and o Stabilization/Revegetation. Award will be made in the best interest of Pittsylvania County, and the right to reject any or all bids and proposals, and to waive informalities in bids is reserved. The successful bidder shall be a Contractor, with a Responsible Land Disturber Certificate (RLD), who has experience constructing landfill Subtitle D liner systems and leachate collection and conveyance systems, and is familiar with the particular requirements of landfill construction. AGC form 220 will be used to evaluate the Bidder's experience record. At least 2 Subtitle D liner projects totaling 500,000 square feet of constructed liner within the last 5 years is required to have been successfully completed by the CONTRACTOR or his subcontractors in addition to the requirements of the installer as set out in the specifications. All questions about the meaning or intent of the Bidding Documents are to be submitted to Michael Hofmeister via email at mhofmeister@labellapc.com. A Bid must be accompanied by Bid security made payable to OWNER in an amount of 5% of Bidder's maximum Bid price and in the form of a certified or bank check or a Bid Bond [on the form attached] issued by a surety meeting the requirements of paragraphs 5.01 and 5.02 of the General Conditions. The deposit shall be enclosed in the sealed envelope containing the Bid. The Bid security of the Successful Bidder will be retained until such Bidder has executed the Contract Documents, furnished the required contract security and met the other conditions of the Notice of Award, whereupon the Bid security will be returned. If the Successful Bidder fails to execute and deliver the Contract Documents and furnish the required contract security within 15 days after the Notice of Award, OWNER may annul the Notice of Award and the Bid security of that Bidder will be forfeited. The Bid security of other Bidders whom OWNER believes to have a reasonable chance of receiving the award may be retained by OWNER until the earlier of seven days after the Effective Date of the Agreement or 61 days after the Bid opening, whereupon Bid security furnished by such Bidders will be returned. Bid security of other Bidders whom OWNER believes do not have a reasonable chance of receiving the award will be returned within seven days after the Bid opening. Bonds shall comply with the Code of Virginia and each shall be in an amount equal to one hundred percent (100%) of the accepted Bid as guaranty for the faithful performance of the Contract and the payment of all persons who have and fulfill Contracts which are directly with the Successful Bidder. The Sureties of all Bonds shall be a surety company or companies authorized to transact business in the Commonwealth of Virginia with a Virginia address. Documents evidencing current authority or attorney-in-fact of surety must be attached to the Bonds. The Bonds must be in a form approved by the OWNER.
