Description

The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and shown on the Plans. All work shall be completed within 120 calendar days from Notice to Proceed. Plans, Specifications and forms of bid for the proposed work prepared by Richard A. Alaimo Associates, Authority Engineer, and approved by the Willingboro Municipal Utilities Authority have been filed in the office of said ENGINEER, at 200 High Street, Mount Holly, New Jersey, and may be inspected by prospective bidders during the regular business hours. Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Willingboro Municipal Utilities Authority, and must be accompanied by Certified Check, Bid Bond or Cashiers Check drawn to the order of the Willingboro Municipal Utilities Authority for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, and listed on the Federal Treasury List (Circular 570 - Surety Companies Acceptable on Federal Bonds) as required by N.J.A.C. 7:22-3.17 (g), agreeing to furnish the required Performance and Maintenance Bond and Environmental Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractors Performance Bond, Saturdays, Sundays, and Holidays excepted. This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Infrastructure Bank. Neither the State of New Jersey, the New Jersey Infrastructure Bank nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10 [N.J.A.C.7:22-3.17(d)]. The Contractor shall pay the higher of the State or Federal wage rates. The contractor (subcontractor) shall comply with the provisions of N.J.S.A. 10:5-2.1 et seq., N.J.S.A. 58:11B-26, N.J.A.C. 17:27 et seq. and N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED). Successful bidder shall also comply with SED Utilization Plan prepared by the OWNER. [N.J.A.C. 7:22-3.17(g)] Bidders shall be required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration Act); and N.J.S.A. 34:11-56 et seq. (Public Works Contractor Registration Act). This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, Affirmative Action Regulations. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Willingboro Municipal Utilities Authority is the lowest responsible bidder and to waive such informalities as may be permitted by law. The Water Tank 2 Edge Lane Rehabilitation Project generally consists of, but is not limited to the following items ofwork which may be subcontracted in part to a SED contractor (values shown are approximate) Furnish and install lead containment. Heavy metal abatement and disposal ($230,000). Furnish and install electrical equipment ($41,000). Blasting and removal of existing paint. Furnish and install interior and exterior paint. ($1,820,000). Furnish and install steel repairs ($481,500). Furnish and install concrete repairs ($15,600). Furnish and install cathodic protection system ($45,000).
