Description

Pursuant to the provisions of the Project Labor Agreement (PLA), dated August 25, 2020, Mentor or Graduate Mentor firms may elect or decline to perform their projects under the PLA. However, pursuant to current SCA Guidelines, if the Contractors Bid Amount is over Three Million ($3,000,000) Dollars, then the Contractor and its Subcontractors of any tier performing Work will abide by the provisions of the PLA, and will have agreed to become signatory to, and to be bound by, via execution of the PLA Letter of Assent. A Mentor or Graduate Mentor Prime Contractor who is a signatory to a collective bargaining agreement with a participating PLA union shall be subject to the PLA. Bidders must complete the PLA Election or Declination attached and submit it with your bid at the time of bid opening. Failure to submit the PLA Election or Declination may deem your Firm's bid Non-Responsive. Only those bidders who have been specifically invited by the SCA to submit a bid under the referenced solicitation, will be eligible for a contract award under same. Additionally, to be eligible for an award of the referenced work, the low responsive bidder must be able to demonstrate to the satisfaction of the SCA during the bid evaluation period, that it has successfully completed work on a similar project in terms of cost, scope and complexity. Upon request, the apparent low bidder for this project will be required to submit to the SCA its bid breakdown using a Project Specific Template, within seventy-two (72) hours of the bid opening or when requested. A Bid Bond prepared on the form attached to the Construction Contract as Appendix C or a Certified Check of the Bidder for five (5%) percent of the Bid Amount must accompany the Lump Sum Bid Form. Bidders can ensure their eligibility for contract award by verifying that they are currently prequalified. All inquiries regarding prequalification status should be directed to the SCA's Prequalification Dept. at (718) 472-8777. Please see Appendix F Information for Bidders for information with regard to bonds and other important information that must be provided to the SCA.
