Description | This is the only way to submit a Bid for this project; paper bids will not be accepted. The work under this Invitation for Bids generally consists of, but is not limited to, site demolition, site clearing and removal of debris, excavate topsoil and paving. All work must be in strict conformance with the drawings and specifications provided in the Bid Documents. All firms must be prequalified by NJ TRANSIT prior to submitting a Bid. Bidders must be prequalified for "BC" Building Construction (Non-Operating Railroad Environment) "GC" General Contractor or "HC" Heavy Construction (Non-Operating Railroad Environment) "GC" General Contractor for an amount of work that is equal to or greater than their bid amount. NJ TRANSIT suggests a minimum rating of category "I" $1,000,001 to $2,000,000. Prequalification questionnaires are available for download from the website. Bidders who are not currently prequalified as required above or whose prequalification has expired MUST submit completed prequalification forms to Victoria Vicari Rauch at VVicari@njtransit.com no later than the submittal date identified in the Special Provisions. Late prequalification submissions will not be considered for this solicitation. This project is subject to the requirements of the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.). Contractors and subcontractors must also comply with the State of New Jersey, Division of Revenue, Business Registration Certificate requirements (N.J.S.A. 52:32-44.). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its Contractors shall agree to take all necessary and responsible steps in accordance with N.J.A.C. 17:14-1.1 et seq. to ensure that Small Business Enterprises (SBE) have the opportunity to participate in the performance of this contract. A Twenty-Five Percent (25%) Category 6 SBE Goal has been set for this project. In accordance with N.J.S.A. 27:25-11 and N.J.A.C. 16:72-2.2 Bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their Bids. All inquiries and requests for clarifications regarding the Contract Documents shall be submitted in the space provided for Questions and Answers (Q&A) in no later than 5:00 P.M. on February 16, 2023. 1.20.1 The Work to be performed in accordance with these Contract Documents shall include, but not be limited to, grading, compaction, and installation of a reinforced gravel surface at the NJ TRANSIT lot adjacent to West Side Avenue Lot in North Bergen, NJ. 1.20.2 The Contractor shall be responsible for obtaining all necessary permits; insurance, bonds, and licenses required to complete all Work and shall be responsible for payment of all fees necessary to obtain these permits. 1.20.3 Preparation of Contractor's Plans: a. Traffic Control Plan. b. Health and Safety Plan (HASP). 1.20.4 Mobilization to the job site and the provision of all temporary facilities and utilities. a. Provision of temporary erosion controls to minimize storm water run on/runoff in the excavation area. 1.20.5 Construction and maintenance of stabilized construction entrances, traffic control measures and signs, as necessary. 1.20.6 Provision of health and safety services for the Contractor's employees, following the requirements of Special Provisions 6.4.19. 1.20.7 Survey and stake out limits of excavations with vertical excavation control. 1.20.8 Excavation, Segregation and stockpiling of construction debris (i.e., wood, concrete, and asphalt), for offsite disposal. 1.20.9 Excavation, transportation and disposal of ID-27 soil for analytical testing and off- site disposal. 1.20.10 Installation of geotextile fabric before placement of reinforced gravel surface. 1.20.11 Offsite transportation and disposal of soil and other waste materials. Disposal shall only be permitted at approved disposal facilities. The Owner and Engineer shall approve the proposed disposal facilities prior to removal of materials from the Site. 1.20.12 Final restoration in accordance with the technical specifications and demobilization. The Engineer must approve the general sequence of Work activities. |
