Description

The bid proposal scope of work involves demolishing the existing AWOS III P/T sensors from the existing sensor foundations, pads, and support structures; installing new Mode 2 operating AWOS III P/T sensors from a FAA certified non-Federal AWOS system manufacturer as published in the List ofCertified Non-Federal A WOS Systems and Manufacturers as ofJanuary 10, 2022-, abandoning the existing hard line data transmission from the AWOS system to the designated airport administration buildings; installing a new UHF transmitter at the AWOS site to broadcast data to a new UHF receiver at the airport administration building. The new AWOS III P/T installation shall replace the existing METAR Weather Service data link device as well as the existing VHF transmitter and AWOS system data processor / operator terminal. The new AWOS system shall be connected to the airport administration telephone internet device. The Project location is the La Porte Municipal Airport (KPPO), 2341 South State Road 39, La Porte, Indiana, 46350 Such notification must be made at least seven (7) consecutive calendar days prior to the bid date using the attached form. Neither the Owner nor the Engineer will accept telephone calls regarding questions about the Contract Documents. All inquiries must be in writing. The Contractor shall be responsible for providing the Sponsor's FAA-approved maintenance representative to operate and measure all system performance, coordinate, and provide commissioning data forms to the FAA Non-Federal Inspector, conduct the commissioning inspection, provide commissioning notifications, and provide an on-site training session with the Sponsor's current AWOS technician as more specifically set out in the Plans and Specifications. A certified check or bank draft payable to the South Central Regional Airport Authority, Sellersburg, Indiana, or a satisfactory bid bond, executed by the Bidder and an approved surety company in an amount not less than five (5) percent ofthe bid, shall be submitted with each bid. (1) The bidder must supply all the information required by the bid on proposal forms (2) The bids shall be based upon rates of wages at least as high as the minimum rates established by the Davis-Bacon wage rate determination included in the contract documents. The Owner, in accordance with Tille VI ofthe Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office ofthe Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex and consideration for an award. MBE's interested in participating in the construction program and bidding upon the project, upon request, will be supplied with information or Plans and Specifications desired. The Owner is cognizant of the 60-day requirement for awarding contracts and giving Notice to Proceed to the lowest responsive and responsible bidder as determined by the Owner pursuant to IC 36-1-12-6. However; due to the time requirements anticipated for obtaining approval and funding from appropriate public agencies and other required procedures, it is anticipated that the contract cannot be executed and Notice to Proceed be given until October 27, 2022. Therefore, by submission of a bid proposal, bidders agree to honor bid prices for the extended time period and may not withdraw a bid proposal without prejudice unless written approval is granted by the Owner. The Owner reserves the right to waive any informalities in bidding if such waiver is in its best interests and conforms to local laws pertaining to the letting of construction contracts and to reject any and all bids.
