Description | 1) Requesting applicant information including income and ownership verification. 2) Inspecting eligible properties to determine violations of local code and/or HUD’s Housing Quality Standards (HQS). Each property will be tested for lead based paint. The consultant will be responsible for ordering tests and for reviewing reports. The consultant will prepare specifications to abate any lead paint and any other identified hazardous materials. It is expected that the rehab costs will not exceed $75,000 per property and that there would be 5-8 properties per program year. 4) The consultant will complete a historic review as required by HUD and in compliance with the format of the PA State Historic Preservation Office (SHPO) including photographing each property. 5) Each bid package will be submitted to the Township of Abington’s Department of Community Development and reviewed by the homeowner with the assistance of the consultant. In conjunction with the homeowner, the consultant will analyze bids and recommend contract awards. 6) The consultant will prepare all contracts and the required lien documents. The consultant will review these documents with the homeowner. 7) The consultant will have a pre-construction meeting as necessary and will inspect all work. Inspections would be on a weekly basis or a pre-determined schedule depending on the renovations. 8) The consultant will authorize any change orders and settle disputes between homeowners and contractors. 9) The consultant will make a final inspection and review with the homeowner the final project approval documents including warranties for work. 10) The consultant will review all payment requests with the homeowner and authorize payments to contractors. 11) The contractor will maintain a list of qualified contractors on behalf of the Township including current insurance certificates and state licenses. 12) The consultant will assist in the recruitment of certified lead paint abatement contractors and outreach for other new contractors especially for qualified minority and local contractors. |
