Description | Windham Windsor Housing Trust and Evernorth (EN), two non-profit corporations dedicated to providing perpetually affordable housing to low-income Vermont residents, are seeking proposals for construction management services for the new construction of affordable multi-family rental housing in Windsor, Vermont. The project consists of 25 units of multi-family housing on one site. The site will include 25 units contained in one building with a mix of studios, one, and two-bedroom units. Site improvements will include the addition of a new public access road, (1) covered parking lot, (1) surface parking lot, all new concrete curbs and walkways, concrete or steel stairs, concrete loading dock, concrete pads for utilities and trash removal, retaining walls, garden space for tenants, and adequate site lighting. The project will be served by municipal water, storm, and sewer connections. The estimated construction cost is roughly $8.565 Million All funding for the project has not been secured. It may be funded by the Vermont Housing and Conservation Board, Vermont Community Development Program (Community Development Block Grant), and Low-Income Housing Tax Credits. Funding commitments will likely take 6 months. If the project is funded, we anticipate a construction start in November 2023. Liquidated damages will be set once the construction schedule has been established. Costs will be calculated on construction loan interest, property taxes, insurance (builder’s risk and general liability) and any equity investor adjusters.
