Description

*As of May 31, 2023, a Construction Manager has been awarded. Project is currently still in design. Construction Management at Risk (CMAR) Science Center Phase I Demolition of the Washington Service Center (WSC) DCM-SCIC1-23-1CM AND Science Center Phase II New Construction DCM-SCIC2-23-1CM On the Campus of Morgan State University. LEED and Energy Sustainability / Efficiency: The Campus has been and continues to strive for energy efficiency, carbon neutrality, and sustainability regardless of a LEED designation. We have 3 LEED Gold and 1 LEED Silver building (plus two pending Silvers). The goal is to strive for Gold, a minimum of Silver. The demolition and new construction projects are anticipated to contribute to the LEED certification of the new Science Center. All preliminary documentation of the demolition materials is to be accounted for so they may apply to the LEED certification of the new construction. Achieving energy efficiency should remain cost-effective. First and second costs studies should be done on proposed systems to determine the best systems for the project. The Washington Service Center ("WSC") is located at the southwest corner of East Cold Spring Lane and Stadium Way. The WSC includes: 1. The 4-story masonry building and the Annex/trailers, 2. Two 25,000-gallon emergency oil tanks for the University's heating plant; and 3. Four other fuel tanks are used to fuel state vehicles and ground equipment. 4. Repairs to Stadium Way and to the roadway to Lot L/M Rock is likely to present on this site and may impact the design and construction as there are many rock out-cropping along Cold Spring Lane, and rock has been experienced at other project construction sights. The Science Center project consists of two phases which will be designed concurrently, but two separate construction phases where the new construction will succeed in the Demolition of the Washington Service Center, relocation of oil tanks, and the South Campus work. The demolition and new construction phases must be considered two separate projects as they will be funded separately. However, the projects must be tightly coordinated between demo and new so the site is not left vacant for too long. Due to current market conditions, procurement of scopes for Phase 2: New Construction may occur during the demolition phase, and work may become overlapping.
