To remove and pickup all debris, litter & illegally dumped items from locations specified by the Public Works Department throughout the City of Stockton, at all City owned facilities, and as directed by the City. The designated area for debris removal is bounded by the City limits of the City and includes all public right-of-way’s (ROWs), easements, City parks, alleys, and City debris staging areas within the unincorporated areas of the City
