RFP Engineering - Professional Services Procurement Bulletin 2023-02 - Construct a Bridge

This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - Darren Back, P.E. User Division - Highway Design Approximate Fee - $750,000 Planning, Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - State Funds (SPP Funds) Project Length - Approximately 0.45 miles An economic development project for tourism is in process in this area of the Red River Gorge which could create increased transportation demand. An increase in demand could result in safety and capacity issues on adjoining state routes. This project will evaluate the tourism projects impact on the transportation facilities in the area and make recommendations for improvements to existing roads and recommendations for a new structure over the Mountain Parkway to accommodate the development traffic The Consultant team may include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. No additional points will be provided in the Evaluation Factors for the DBE Participation Plan First Selection Meeting: September 2, 2022 Final Selection: September 21, 2022 Pre-Design Conference: September 28, 2022 Consultant Fee Proposal: October 7, 2022 Contract Negotiations: October 19, 2022 Notice to Proceed: November 9, 2022 The method of contractor selection has not been determined at this time.
