Description | The Douglasville - Douglas County Water and Sewer Authority (the "Authority") is soliciting competitive sealed bids from qualified contractors for the performance of the West Banks Mill Tank Rehabilitation Project (the "Project"), as more fully described in the Invitation for Bids. The scope of work includes the provision by the Contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be "turn key" and require minimal involvement of Authority personnel. The work to be performed in the Base Bid shall include the reconditioning of the West Banks Mill Tank, a 500,000-gallon elevated storage tank, including replacing the interior coatings, overcoating the exterior coatings, and miscellaneous repairs. The work included in the Supplemental Bid includes miscellaneous piping modifications to the tank's drain piping. The West Banks Mill Tank is located on West Banks Mill Road in Winston, Georgia. All work will be performed on Authority property. All anticipated federal, state, and local permits required for the Project have been obtained. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for performance of the Project with the Authority. Award of only the Base Bid does not require the Contractor or its subcontractor to (a) hold a current Georgia Utility Contractor's License, or (b) be included on the Authority's Approved Contractor List. Award of the Supplemental Bid will require the Contractor or its subcontractor to both (a) hold a current Georgia Utility Contractor's License, and (b) be on, or promptly qualify for inclusion on, the Authority's Approved Contractor List, without restriction or probationary status. The Authority reserves the right to award the Base Bid and/or Supplemental Bid either separately or together, whichever the Authority, in its sole discretion, determines to be the most advantageous to the Authority. The Authority reserves the right to reject all Base Bids and/or all Supplemental Bids or any bid that is nonresponsive or submitted by a nonresponsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted. |
