Highway Occupancy Permit Reviews

Part Name: Highway Occupancy Permit (HOP) Reviews The Department will retain an engineering firm to provide for the review and documentation of Highway Occupancy Permit (HOP) applications and the review of traffic, construction, structural and hydraulic considerations for HOP applications for driveways of all classifications and other roadway improvements anywhere within the confines of Engineering District 8-0. The firm may also participate in the final inspection of permit work. The selected firm will be required to perform timely and accurate reviews under the direction of the District HOP Manager. At times, it may be necessary to meet with developers and/or their Engineers. Registered Professional Engineers with a license to practice in the Commonwealth must be made available as necessary for these meetings. This agreement will be a Project Specific Engineering Agreement for a period of five (5) years. The selected firm will be expected to accomplish the reviews through the establishment of a small team of qualified engineers and technicians. The selected firm will be required to use its own offices. The selected firm shall not be permitted to work on any assignment for which it has a conflict of interest.
